  1. Why does CTU have contract demands supporting sustainable housing in Chicago? Source: Created by Made from Noun Project Source: Created by Made by Made from Noun Project

  2. CTU demands: • A city commitment to creating sustainable housing in Chicago • Housing subsidies for staff • Real supports for Students in Temporary Living Situations (STLS)

  3. CHICAGO IS INCREASINGLY UNAFFORDABLE TO WORKING AND MIDDLE CLASS FAMILIES, INCLUDING MANY CTU MEMBERS Over the last 10 years: Chicago has lost over 200,000 African American residents CPS has lost over 60,000 students CPS has lost over 5,500 Black teachers

  4. CHICAGO IS INCREASINGLY UNAFFORDABLE Chicago’s racial and economic segregation has roots in federal and local policies which promoted residential segregation throughout the country, from racially restrictive covenants to redlining to the foreclosure crisis. CPS actions force Black teachers and Black students to bear the brunt of negative policies, while continually shutting them out of new opportunities. Source: Chicago Reader. January 24, 2019

  7. CHICAGO IS INCREASINGLY UNAFFORDABLE Many renters across the city, especially on the south and west sides, pay 31-50% of their incomes on rent, leaving little left for food, transportation, medicine and other needs. Spending more than 30% of income on rent is considered rent burdened. Source: The Washington Post. August 6, 2018 Source: U.S. Census, American Community Survey 2016

  8. CHICAGO IS INCREASINGLY UNAFFORDABLE High rates of rent burden can contribute to high rates of student mobility at local schools. Mobility has a big impact on how students learn and the relationships they form with school staff and friends. Each time a student changes schools during the school year, they lose about three months of learning. Moving more than four times in six years puts a student about one year behind. Source: neaToday. 9. CHICAGO IS INCREASINGLY UNAFFORDABLE The DePaul Institute on Housing’s Spectrum of Displacement Map shows: “Chicago neighborhoods that are currently experiencing displacement-related challenges due to high and still rising housing costs as well as neighborhoods where recent market shifts may signal future displacement risk amid speculative investment activity.” Source: dnaInfo. 10. CHICAGO IS INCREASINGLY UNAFFORDABLE While families, communities and schools are struggling, the City gives billions of dollars in direct funding and tax breaks to developers and corporations through TIFs and other mechanisms. Source: Pacific Standard Source: Chicago Reader. January 18, 2018

  11. WE NEED A CITY COMMITMENT TO CREATING SUSTAINABLE HOUSING IN CHICAGO As of 2017, Cook County was short 180,000 units of affordable housing compared with the demand. 12. We need housing subsidies for staff Source: Created by Made from Noun Project Source: Created by Made by Made from Noun Project

  13. WE NEED HOUSING SUBSIDIES FOR STAFF Many teachers and PSRPs are struggling to afford the increasing costs of housing and are at risk of becoming displaced from their homes.

  14. WE NEED HOUSING SUBSIDIES FOR STAFF Starting Teacher Assistants cannot afford a 2-bedroom rental at fair market rate ANYWHERE in the city. Starting Librarian Assistants can only afford a 2-bedroom rental in 8.6% of zip codes in Chicago.

  15. We need real supports for Students in Temporary Living Situations (STLS) Source: Created by Made from Noun Project Source: Created by Made by Made from Noun Project

  16. WE NEED REAL SUPPORTS FOR STUDENTS IN TEMPORARY LIVING SITUATIONS (STLS) There are at least 18,000 Students in Temporary Living Situations, also referred to as homeless, attending CPS schools. STLS may be -without stable homes -living in families doubled-up with relatives -in shelters -or otherwise without residence Having school supplies, getting to school and doing homework becomes difficult and sometimes impossible for STLS students, and is certainly less important than meeting physical and emotional needs. Source: U.S. Census, American Community Survey 2016

  17. WE NEED REAL SUPPORTS FOR STUDENTS IN TEMPORARY LIVING SITUATIONS (STLS) We need real supports for STLS families, including: -The Bring Chicago Home Campaign- increase the real estate transfer tax by 1% on homes worth $1 million dollars to fund programs to alleviate homelessness. -Staff to support CPS families in danger of losing their housing -Use of TIF funds and revenue from a corporate head tax and a millionaire’s tax to fund affordable housing units near Sustainable Community Schools -Restore and expand funding for Section 8 voucher programs and expand Airbnb housing rehabilitation to properly house 15,000 homeless students by 2020 Source: Chicago Teachers Union. 18. Chicago is increasingly unaffordable to working and middle class families, including many CTU members. CPS has the money to fully support our students and families. To stop the losing families from Chicago and students from CPS, especially Black families, we need: • Housing subsidies for staff • Real supports for Students in Temporary Living Situations (STLS) • A city commitment to creating sustainable housing in Chicago
