GIACC Process Overview • Genesis - ICAO Assembly 2007 • No agreement on way forward on climate change • 15 ICAO Member States • “Senior government officials at a policy-making level, representative of all regions...with equitable participation of developing and developed countries“ • 4 GIACC Meetings • Working groups (measures, goals & MBM) • Observer presentations (IATA, CANSO, ICSA)

  3. Terms of Reference • Aspirational goals • where are we going; when do we want to get there? • Framework of programme elements • how are we going to get there? • Means to measure progress • are we going in the right direction; how will we know when we get there?

  4. Basket of Measures • Aircraft Technology • includes alternative fuels • high potential gains; long term • Air Traffic Management (ATM) • low potential gains; near term • More efficient operations • Market based measures • Regulatory measures

  5. Goals • Fuel efficiency • metric – fuel use per RTK • Timing • near, medium and long term: UNFCCC timing • Going beyond fuel efficiency • carbon neutral growth – questions re definition; timing; baseline • debate re role/contribution of technology; alternative fuels; market based measures

  6. Developing Countries • Accommodating UNFCCC and Chicago Convention - CBDR • Assistance to developing countries • economic/market-based measures • technology transfer • financial assistance • education/training

  7. Action Plan • The Plan has 21 elements • Recognition of issues and principles • Goals – 2% improvement in fuel efficiency • Basket of Measures • Individual countries have own action plans • Annual reporting of fuel use to ICAO • Development of a CO2 standard for aircraft
