Land use • Land with appropriate zoning is available to meet workforce growth demand • Demand estimate: • 189 houses for permanent workers • > 1000 beds for RSE/casual workers • Usual supply is 200 dwellings p.a. (50% in Blenheim) • Blenheim estimated supply of general needs housing • 1,500+ lots on new zoned land (NW Blenheim) • 300 sections sold/for sale (Boulevard, Omaka Landing, Birchwood Ave) • 600 ‘infill’ lots in various locations • Also 1,500+ elsewhere in Marlborough (infill, new zoning)

Land use • Planning clarity between the existing Marlborough Plan and the Marlborough Environment Plan 2016 is provided • Milestone: Land is available to support development of suitable accommodation • Land is available • Advice is available on issues relating to development of accommodation proposals for vineyard workers in Blenheim and in rural areas

New property development • Pre-application advice services are communicated and provided from MDC to developers/investors • Smart Business Marlborough provides advice services for commercial and industrial development proposals • Promoted through various channels • Eight projects have been discussed, totalling >1,000 beds if all projects proceed

  7. New property development • Dwelling specifications meet the needs of ‘suitable accommodation’ for those being accommodated • MBIE/ Worksafe are the agencies involved in this action

New property development • Proposed developments that are suitable can be progressed in sufficient numbers to meet the growing workforce accommodation demands • St Andrews development = 400 beds (net increase of 270 beds) • Other current proposals would yield approx 800 beds if all developed • These combined would meet expected demand for RSE/Casual accommodation • 189 dwellings for new permanent staff – development lots available from existing and zoned land

New property development • Development Contribution (DC) formula applied is consistently but allow flexibility. • DC’s cover off-site costs for using Council infrastructure such as road, water supply, sewer etc • Actual use factors may be taken into account in calculating impact on infrastructure eg. Roading • Council may enter into an agreement with a developer to reimburse certain DC’s if lesser impact can be demonstrated over time (compared to ‘regular’ housing) Eg. Water/sewer

  10. Suitable accommodation • Accommodation needs are met by employers, private entities and other innovative solutions • Private providers/tenancy tribunal are the agencies involved in this action

  11. Suitable accommodation • A lead entity undertakes Inspection of workers accommodation to ensure the agreed standards including health and sanitary conditions are met and maintained • MBIE is the agency involved in this action

Other issues • Labour shortages across industries • Discussions have taken place about labour shortages across various local industries • Forestry • Construction • Winery • Labour strategy is recommended to assess and plan for future actions • Te Tau Ihu economic development plan may address this issue • Areas to address include school, in work, training, retraining
