  4. History • Launched in October 1997 after consultation and a pilot with 63 Local Authorities • 94% of LAs involved • c5,000 Quality Marks awarded • Researched by Durham University

  5. Features • A minimum standard • Available to all schools • A partnership with Local Authorities • It’s voluntary, is awarded for 3 years and can be renewed • Good development tool for middle managers

  6. Features • Not based on national tests results or league tables • Not competitive • A school has to be meeting the standard when assessed and has to be on an upward trend • The Quality Mark supports school self-review

  8. Definitions By underattainment we mean a pupil who performs in literacy and/or numeracy at a lower level than the attainment expected for a pupil of his/her age. By underachievement we mean a pupil who performs at a lower level than their potential. An underachiever may be a high attaining pupil who does less well than his or her potential
