Pre-registration & registration • ECHA database of chemicals in use in the EU • Registration - Staged approach: 2010, 2013, 2018 if pre-registered • Pre-registration - Required by 1 December 2008 if ≥ 1 tonne - No pre-registration, no exports to EU after 1 Dec. - All producers, importers, only representatives must pre-register

Fees and Charges • Pre-registration is free • In other cases, set out in COM Regulation 2008/340/EC - ECHA intended to be self-financing - Less than actual costs – ECHA also receives EU subsidy - Reductions for SMEs and Joint Submissions * SME defined in Commission Regulation 2003/361/EC.
