  1. WRAP Next Steps for Applying Monitoring Data Metrics for Regional Haze Planning Attribution of Haze Workgroup Meeting July 26, 2006

  2. Monitoring Metrics for Haze Planning 2000-04 Baseline Monitoring Period Data (dv, species) Future Year Projections of Modeling Results scaled against monitoring data IMPROVE Light Extinction Equation Glide Path diagrams for each Class I area (dv, species) Natural Conditions Estimates (dv, species)

  3. Status of monitoring metrics • Old IMPROVE equation – circa 1988 • Revised IMPROVE equation – published/approved 2005 ++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++ • 2000-04 Baseline Data complete - checked by AoH 2005-06 ++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++ • Default Natural Conditions Estimates – dv only – published by EPA 2003 • Alternative Natural Conditions Estimates – dv & species – proposed, to be recommended in next 60 days ++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++ • Visibility Modeling Results projection methods – default method is to use “2002 worst monitored days” in “draft” EPA guidance from 2001 • Alternative projection method to use 2000-04 distribution of worst days at each IMPROVE site – to be developed/discussed/approved by AoH next 60 days

  4. Next Steps • Write summary of recommended metrics • Identify best methods and why • Review/Discuss with AoH on call(s) • Approve technical consensus recommendation to states for haze SIPs by mid-September • Concept is to offer regionally consistent look at historic data, 2018 planning milestone, & natural conditions goal for each Class I area • Lines up with WRAP comments on draft EPA “Demonstrating Reasonable Progress” guidance
