  2. Technical Site Plan Application Purpose:Toensure that site development complies with development regulations, and that development will take place in an orderly and efficient manner. Review outcomes: • Staff – Reviews and provides a recommendation to the PLDRB for approval or denial. • Planning and Land Development Review Board – Review/Final approval/denial authority (Moderate/Tier 2 applications). • Applicant – Obtains final Development Order through approval of the construction plans and technical specifications, thereby authorizing the applicant to apply for a building permit.

  3. Location/Aerial Map Applicant: Watercrest Development LLC Agent: Charlie Faulkner & Associates Address: 2 Corporate Drive Palm Coast Pkwy NW Area: Site is 3.9acres. Will be redeveloped.

Existing Conditions & Proposed Site Plan Community Development Department Access: Access through Palm Coast Parkway and easement with south property owner off Corporate Drive Existing Use: Office warehouse, 16,993 SF built in 1984. Proposed Use: 45, 952 SF 68 unit - 70 bed Memory Care facility. Site: The project area is approximately 3.9 acre site. Fewer trips are anticipated.

Project Summary • 45,952 SF care facility. • Maximum height is 30 feet. • 68-unit memory care facility with 70 beds. • State of the art memory care and cognitive support therapy. • Onsite amenities include two outdoor courtyards incorporated into the main building design. • Will generate approximately 50 jobs, six of which will be administrative/management type jobs. • 43.34% of site will be open area. • 53 parking spaces on-site.

  11. Findings & Recommendation Community Development Department Findings: Staff finds that the application is consistent with the Land Development Code (LDC) and Comprehensive Plan. Recommendation: Staff recommends the PLDRB approve Application No. 3127, TIER II Technical Site Plan review for the proposed Watercrest Memory Care Facility.
