  13. Energy Program Overview NAVFAC Washington

  14. NAVFAC WASHINGTON:Energy Program - Overview • CO Energy Platform • Goals and Objectives • Energy Analyses – Tools and Programs • Total Ownership Cost • Energy Checklist: Stakeholder Accountability • Mandates, Directives, Laws NAVFAC Washington

  15. Energy Program – Goals and Objectives • To reduce total ownership cost across NAVFAC-Washington’s facility portfolio • To achieve mandated energy and sustainability goals • Ensure energy requirements are incorporated in all product & service phases of a project NAVFAC Washington

  16. Energy Analysis Tools and Programs • Total Ownership Cost – Acquisition + Design Tool for cost reduction • Energy Checklist – Requirements and Accountability Tool for 15 Design Areas • LEED Silver Certification – Site and Building Responsible Design Tool • eSRM – Operations, Maintenance Funding Program FY14 • eROI Scorecard – Energy rating of project during 1391 development - eMMRP – Major Maintenance and Repair Program Funding NAVFAC Washington

  17. Total Ownership Cost: Premise Total Ownership cost (TOC) analysis during design-build (DB) source selection process results in more informed decision making: • To reduce total ownership cost of facility • To achieve energy and sustainability goals • To Encourage Design Innovation Note: “Life Cycle Cost” and “Total Ownership Cost” are used synonymously NAVFAC Washington

  18. Total Ownership Cost: Approach • Develop tool to evaluate the TOC of a DB proposal • Government (GOV) team develops baseline TOC to set level playing field for proposal evaluation • “TOC Template” completed & submitted by DB proposer • Technical Evaluation Team (TET) evaluates whether proposal includes reasonable estimates for all assumptions in TOC analysis • Template initially developed for 7 common facility types: Admin Bldg Child Development Center Bachelor Quarters Instructional Training Fac (general purpose) High Bay Hangar Operational Training Fac (specialized) Fitness Center • Focus on major TOC cost drivers (80%/20% rule of thumb) NAVFAC Washington

  19. Total Ownership Cost: Template Parts • Net Investment • Facility design and construction • Energy Cost • Up to 6 energy sources can be evaluated: electricity steam (gas generated) distillate oil natural gas steam (oil generated) residual oil • Sustainment Cost • Includes major building component / system preventive maintenance (PM) and whole component replacement at end of service life • Does not include operating costs and unscheduled / corrective maintenance (assumed equal for all proposals) • Government Baseline TOC • Based on minimum ASHRAE 90.1 2007 standards and IBC requirements • Baseline analysis provided in RFP NAVFAC Washington

  20. Leadership in Energy and Environmental Design (LEED)™ NAVFAC Washington

  21. Laws and Executive Orders 1. The Energy Policy Act of 2005 (EPAct 05): 30% Energy Savings below ASHRAE 90.1 2004 2. Executive Order 13423 (2007): All new and 15% of existing buildings by 2015 must meet Guiding Principles 3. The Energy Independence & Security Act of 2007 (EISA 07): Expands and Strengthens EPAct 05 and requires a Green Rating System to reflect The Guiding Principles 4. Executive Order 13514 (2009): Reinforces EA 13423 and requires all new Federal Buildings to be Net Zero by 2030. NAVFAC Washington

  22. NAVFAC Wash LEED Policy • In Spring of 2011, Secretary of the Navy Ray Mabus announced at the Federal USGBC Summit that in keeping with the Navy’s goals for sustainability and energy savings that new Navy buildings would be LEED Gold. • The Defense Authorization Act passed in January 2012 (FY-12 NDAA, sec. 2830) makes it illegal to spend additional money for DoD buildings to get LEED Gold or Platinum. An exception exists (LEED Gold at no additional cost), but NAVFAC considers this unattainable. • Bottom Line: NAVFAC Washington will not consider LEED Gold or higher (Platinum) for selection on any FY-12 MCON projects. LEED Silver will continue to be the NAVFAC Washington standard for FY12 MCON projects. NAVFAC Washington
