  2. Serfdom • Huge sections of the population restricted • Holding back the development of the economy • Industrial and agricultural • Causing major military issues for Russia

  3. Local Government • Emancipation changed everything • Needed a substitute for the Serf-owners • Would need to provide for education, justice, guidance & infrastructure...

  4. The Military • Crimean War • Government debt • Serf service – 25 years! • No incentive to improve/progress

  5. Education • Tied to emancipation, economic and military reforms. • Needed an educated work force.

  6. Judiciary • No elective government in Russia • Tsarist officials were in charge of justice in Russia

  7. The Economy • Nature of Russia – geography and demography • Travel/transport • Lack of a workforce • Resources under-utilised • Agriculture industry • No finance industry
