COST IS1104: Title: The EU in the new complex geography of economic systems: models, tools and policy evaluation Main objectives: A) to provide a better understanding of the EU as a complex, multi-level, evolving geographical system, taking duly into account the dynamic processes occurring within such a system; B) to improve strategies for EU regional policies aimed at supporting regions in a globalized economy. COST characteristics • Co-ordination through cooperation in networks • Pan-European • Multi-disciplinary“Non-competitive” (pre-normative; public utility) • Prerequisite: national financing of researchers and projects – national responsibility • “Bottom-up” –no fixed programme/priorities • Flexible participation –join in if you are interested • “Interdisciplinary Exploratoria” • Enabling agent –focus on early-stage researchers • Open to global cooperation

May participate on an Action-by-Action basis, provided that There is mutual S&T benefit The CSO approves (following MC and DC approval) Participation is possible after an online application and the approval of SO, MC, DC and JAF Non-COST institutions have no voting right in the MC and usually pay their own costs Special schemes with Neighbouring countries (meetings and travel costs) and Argentina/Australia/New Zealand/South Africa (RSTSMs) Participation of Non-COST institutions

  33. COST-ISCH support: Annual Grant Contracts with Grant-Holder organisation Contract covers costs (ie, instruments) for: Secretariat (administration + charges) Max 15% of actual expenses! Meetings (MC and WGs) Seminars, workshops, and training schools Short Term Scientific Missions - STSMs Publications & Dissemination activities Generally from the Action budget; in special cases they may also be financed centrally at the COST Office (final publications) Annual Grant Contracts

Work and budget plan for 2012-13 To be submitted as soon as possible Submitted by Chair on behalf of MC Start of Grant envisaged for 2nd June Intermediate Financial Report deadline: 6-9 months from start of the Grant Period Final Financial Report deadline: 1 month after the end of the Grant Period Progress Report deadline Middle-End of April 2013 Annual Progress Conference: To be decided, approx.: June 2013 Required from you (MC)

  36. According to the COST rules: Standard ratesfor meals and accommodation (no invoices needed), actual cost of most economical travel (copies of tickets). Normally, up to 2 researchers per signatory country per individual MC or WG meeting can be reimbursed This is a maximum, not an entitlement, to ensure a reasonable international balance among the participants. In addition, a limited number of invited experts can be reimbursed. For WG meetings, selection can be delegated to the WG Coordinator and the MC Chair, after nomination by the MC of MC members themselves or other researchers drawn from the respective national research communities. Support for conferences and workshop in conjunction with MC meetings or other major scientific event One conference/workshop per year is usual Grant: Up to 10.000 EUR Up to 30 EUR p.p: no invoices needed More than 30 EUR p.p: invoices needed (attention: VAT is non-eligible cost!) Local organiser support

  38. Promote exchange within an Action’s scientific objectives. Allow a researcher (especially early-stage) to go to an institution in another COST country to foster cooperation Duration of the mission: from 5 days up to 3 months Grant: normally up to 2.500 EUR Special STSMs for Early Stage Researchers (< PhD+8 years): up to 6 months with a grant of up to 3500 EUR Application procedure: through the online tool. Prior MC approval necessary. Short-Term Scientific Missions

  39. Provide dissemination of Action activities and intensive training, especially for young researchers. Action members are normally the lecturers. Duration: normally less than 5 days Number of attendees: normally up to 30 Support for: Organisation: like local organiser support Lecturers: normal COST reimbursement rules Fixed grants for attendees: normally up to 600 EUR or like STSMs Training Schools

  40. Support for disseminating the work of the Action (books, special journal issues, website, conference proceedings, CDs, etc…) Normally out of the Action’s own budget. Final Publication: up to 10.000 euros from the PR budget. Request : to the Science Officer 6 months before the end of the Action Publication Support
