Introduction Regional Planning: can be braodly definedas „public sector activities encompassingeconomic, social and physical elements toformulate and implement appropiate publicpolicy in an area covering more than oneexisting local jurisdiction“ (Lim, 1983:9) Decentralisation and regional autonomy currently implemented in Indonesia started in the year of 2001 under Law no.22, Year of 1999

  3. Regional Planning and Decentralisation in Indonesia (1) Regional Plng, before 2001: Regional Plngwas conducted„top down,hierarchical“ Regional Plng, since 2001 (as future Opportunities): Regional Plngis implemeted as „consensus-based“ cooperation among local governments

Regional Planning and Decentralisation in Indonesia (2) Regional Plng, since 2001 (as future Opportunities): Along with the decentralisation of administration power and funds, more and more cities are experiencing rapid urban development, including Yogyakarta and it‘s surroundings Regional Plng, before 2001: Most major urban development activities were concentrated in big cities (Jakarta, Surabaya, Medan, etc.)

  5. Yogyakarta Region: An Introduction • a small region • 4 kabupatens + 1 municipality • middle part: fertile land, highly populated

Yogyakarta urban development and its problems Yogyakarta urbanized areas become wider and wider • Metropolitan-like problems, incl. such as: • congested traffic in down-townareas (Malioboro Area) and ist surroundings-increasing traffic accidents, air pollution, etc. • rapid land conversion (from agriculture land to urbanized areas)-reducing agri-products and live-stocks-inthe rural areas create

Yogyakarta urban development goals • urban development will be spread-out • throughout the region resulting many • small towns rather than one big • conurbation metropolitan areas • the fertile and ecological sensitive land • (in the middle part of the region) will be • more preserved from agri-land rapid • conversion

Yogyakarta urban development goals • small & medium enterprises development • sub-district development (urban activity distribution spread-out in the region) • the outer ring development (12 kms from • the central of the city) • satelite-town development (such as Bantul) • urban agriculture development (reducing urban • dencities)

Yogyakarta urban development programmes • careful road development (not to encourage rapid • urban development and agri-land conversion) • provision of mass-rapid transit • connected surrounding (small) • towns to the city • regional land use/“spatial“ planning (to discourage land development connected small towns becoming a big conurbation metropolitan)

  10. Closing Remarks We‘re in the process in preparing a more comprehensive concept for better managing the region development and the growth of the system of cities in Yogyakarta Special Province... We need your inputs and ideas...
