3. 1. The relationship with the Permanent Secretariat of TRACECA Intergovernmental Commission. Взаимодействие с Постоянным Секретариатом Межправитель-ственной Комиссии TRACECA (ПСМПК).

4. 2. The challenge to be promptly settled is associated with the visits of the foreign experts. We need to have the information on the arrival dates of such experts at least 20 days in advance in order to have enough time to agree the appointment dates with the Management of the appropriate Ministries and Administrations and then arrange the meetings to receive all required information. Проблема, которую надо оперативно решить, это приезд иностранных экспертов. Нам необходимо иметь информацию по срокам, по крайней мере, за 20 дней до приезда эксперта, чтобы иметь достаточно времени для согласования даты встречи с Руководством соответствующих Министерств и ведомств, проведения самой встречи и получения всей необходимой информации.

5. 3. The next challenge relates to local experts. The EU does not involve the execution of contracts with the state officials. However we need to find the other acceptable solutions. Вопрос касается заключения контрактов с местными специалистами, в рамках данного проекта. Европейский Союз не подписывает контракты с госчиновниками, но нам надо искать выход из этой ситуации.

6. 4. Internet issue. After the introduction of the SASEPOL Project mailing system there has been a real mess! After some six monthswhen we almost learned to work with the “Squirrel System the system was changed to the present system, causing a lot of confusion and loss of existing data and communications. In this connection I suggest and request the project management to consider the use of our personal e-mail system, as we are familiar with this system and we have some kind of trust in the system. Проблемы с Интернет. После того, как в рамках проекта SASEPOL была введена новая почта, началась чехарда. По прошествии шести месяцев, когда мы почти освоили работу с системой “Squirel”, она была заменены на нынешнюю систему, которая приводит к полной неразберихе, потере имеющихся данных икоммуникации. В связи с этим, хотелось бы предложить и попросить руководство проекта разрешить нам использовать наши личные Е-мейлы, с которыми мы хорошо знакомы и которые работают надежно.

7. 5. Lack of awareness on the project activity between the beneficiary countries. This weak point might be easily eliminated right now as all SASEPOL Project Coordinators are attending this meeting in Kiev and can address their project activity in their speeches. The Head Office in Odessa can then combine these reports into a single set and distribute between the interested parties. Следующая проблема это то, что мы абсолютно не знаем, что творится в других странах, участвующих в данном проекте. Эту проблему можно решить очень быстро, так как все Координаторы проекта SASEPOL находятся здесь, в Киеве, и каждый в своем докладе скажет о проделанной работе. Головному офису в Одессе останется только их объединить и разослать заинтересованным сторонам.

8. 6. Cooperation with Mott Macdonalds. Usually we have to wait for the MM’s feedback and approvals for quite a LONG time. The policy of the managing company should be flexible and efficient. Сотрудничество с компаниейMott Macdonalds. Все ответы и согласования мы ждем очень и очень долго. Политика руководящей компании должна быть гибкой и эффективной.

9. 7. Responsibilities of the Country Coordinator. This entails monthly filling of the Timesheet. Of course, this is our direct responsibility. We have to properly fill the document and describe in details our work performed within 17 days timeframe (no more and no less). What is the benefit of all this paperwork? But of course if this is a requirement of the EU or Managing Company, we will fill these papers in compliance with our project duties. Обязанности Координатора Проекта. Каждый месяц Координатор по проекту должен заполнить Timesheet. Это наша прямая обязанность, но мы должны заполнить документ, в котором указано, что мы проработали 17 дней, не меньше и не больше. Что это дает? Но если по требованиям Европейского Союза или Руководящей Компании мы должны это делать – мы заполним эти бумажки.

10. 8. I also would like to comment the overlap of dates of Trainings and NWR/RWG meetings in Azerbaijan. These three events have been planned to take place on the same dates, i.e. 12 – 14 May 2010 in Baku. Также хочу отметить ту накладку, которая случилась при утверждении даты тренингов и встречи НРГ и РРГв Азербайджане. Эти мероприятия были назначены на одни и те же даты –т.е. на 12 -14 мая 2010 года.

11. Information on the work performed by the Baku office Информацию о проделанной работе в Бакинском офисе 1. Jens Peter Ohlenschsger visited Baku in October, last year. His responsibilities covered the acquisition of the information about vessels and waste produced onboard these vessels and accordingly in the ports. For this purpose we arranged the meetings with the representatives of the Maritime Administration, Baku Port, TRACECA Permanent Secretariat and Ministry of Ecology. В октябре прошлого года г.Баку посетил эксперт Дженс Питер Усленгер, в обязанности которого входит сбор информации о судах и отходах, образующихся на этих судах и в портах. Для него были организованы встречи в Морской Администрации, в Бакинском порту, в Постоянном Секретариате TRACECA и в Министерстве Экологии. Был составлен вопросник, на который им была получена исчерпывающая информация.

12. 2. From 18 to 22 January 2010 E.Psaliya, a Legal Expert, visited Baku. We also arrange for her the required meetings with the Maritime Administration, Marine Academy and TRACECA Permanent Secretariat. С 18 по 22 января 2010 года г.Баку посетила эксперт по правовым вопросам, госпожа Э.Псалиа. Для нее также были организованы встречи в Морской Администрации, Морской Академии и в Постоянном Секретариате TRACECA.

13. 3. Jorgen Rasmussen, Maritime Safety and Administration Expert, visited Baku within the period of 14 - 20 March 2010. He provided 3-day lectures for the Maritime Administration staff. He approached the Malmo University with the request to invite two officers from the Maritime Administration to attend their 2 week VIMSAS courses. С 14 по 20 марта г.Баку посетил эксперт Йорген Расмуссен. Он специалист по Морским Администрациям. Он в течении 3-х дней для сотрудников Морской Администрации (МА) читал лекции. Госп. Расмуссен организовал 2-х недельную стажировку по VIMSAS в Швеции, г.Мальме для 2-х сотрудников МА.

14. 4. Then in a period of 6 -10 April we organized the appropriate meetings with the local authorities for Ib Mathiesen, Expert on Port State Control • С 6 по 10 апреля г.Баку посетил эксперт Иб Матисен, Эксперт по Государствен-ному Контролю Портов, для которого также были организованы встречи и получена вся необходимая информация.

15. 5. 12-14 May 2010 we organized in Baku the OPRC course. The course was held in the premises of the State Marine Academy and attended by approximately 25 specialists from different structures, including 4 representatives from Kazakhstan. 12 – 14 мая в Баку мы провели тренинг по Готовности к Разливам нефти, Реагированию и Сотрудничеству. Тренинг проходил в здании Морской Академии, и в нем приняли участие около 25 специалистов из различных организаций, в том числе и 4 представителя из Казахстана.
