  5. Back ground information of Laos (Cont.) Since Independence (1975), the Government of Lao PDR has issued and implemented a number of policies, Programs and projects. These policies did manage to bring tremendous sicio-economic transformation and development to Lao PDR subsequently. The development cherished today in Lao PDR is a result of those policies. 5

  6. Priorities given by Lao Government • To effectively implement National Socio-Economic Development (2016-2020) • NEPS needs to be established & disseminate • Mobilize resources and capacity building • Mobilize participation of all governmental agencies and the public.

Current situation of NEPS in Lao PDR Parallel with keep moving the country development strategies the Government of Lao PDR has also a commitment to response and achieve all the 17 SDGs by focusing on 3 major areas such as to end poverty, fight inequality and injustice, and tackle climate change by 2030. 7

Current situation of NEPS in Lao PDR Establishment of National Supervisory Committee Chaired by Prime Minister Membership at Ministerial level from line Ministries The Ministry of Planning and Investment (MPI) is the lead agency to be active to involve in promoting the NEPS at national level 8

Current situation of NEPS in Lao PDR In term of align with international agreement, we have localized Paris Declaration on Aid Effectiveness to Vientiane Declaration on Aid Effectiveness which has endorsed by more than 28 development partners at the 9th Round Table High Level Meeting that conducted in Vientiane in 2006. In the country action for Vientiane Declaration on Aid Effectiveness based on 5 principle donors has committed to align, harmonize with national systems.

  10. Current situation of NEPS in Lao PDR(Cont.) In the transition from 7th NSEDP to 8th NSEDP, this year is first year of implementation of 8th national plan, it is also the first year of starting implement Sustainable Development Goals (SDG). The government of Lao PDR has integrated some indicators of SDG to national development plan in order to monitor national plan and SDG at the same time. 10

  11. Current situation of NEPS in Lao PDR(Cont.) The UNDAF is development strategic framework from UN System to recipient countries, it provide. In case of Lao PDR who dealing with UNDAF is MOFA. UNDAF is very good development cooperation framework, it contains detail on providing support in which sector by setting up outcome based to difference sector. The UNDAF itself conducting monitoring and evaluation its action by using annual and midterm review that is very similar to the country that they monitor and evaluation of 5 year plans by annual meeting and midterm review. 11

  12. Current situation of NEPS in Lao PDR(Cont.) However this donor system themselves to monitor and evaluate program and project under this framework, the host country on join on review mission since we do not have national system to align with their system yet. 12

  13. Current situation of NEPS in Lao PDR(Cont.) We do not have exactly national system for NEPS, what we have exactly system to monitoring and evaluation for national development plan by following PIP Law and the annually MPI’s instruction on dissemination of utilize the law. We have some guidelines to evaluate PIP project before consolidated to NSEDP. Lao Evaluation Network (LEN) is under established process and not yet approved by government. 13

  14. Current situation of NEPS in Lao PDR(Cont.) The constrain for build up or establish of NEPS (or M&E system) would be capacity for our human resources to be specialize on such system, so ministries concern should see/pay important to this matter. There is some opportunities on lack of system we can propose and seeking for assistance from donor to pride support especially on capacity building for our human resource, provide tools and building up as national system and utilize in country wide. 14

  15. Challenge and Constraints • Lack of M&E coordination among Ministries • Low awareness on SDG & NEPS • Capacities on M&E of officials still are limited at all levels • Lack of fund and budget
