  3. Civil Contingencies Act 2004 • Replacement for pure “Civil Defence” legislation • Redefined the term “Emergency” • Created Local Resilience Forums • Concept of Subsidiarity

Local Resilience Forums • Integrated Emergency Management • Category 1 and 2 Responders • Cooperate and Share Information • Duties of the LRF • Risk Assessment • Business Continuity Management • Emergency Planning • Warning and informing the Public • Advise and Assist Commercial & Voluntary sectors

CCA and the SPR • An identified National Threat : “ Civil emergencies defined as a Tier One risk in the National Security Risk Assessment requiring an aggregated response across police force boundaries” • Application of the 5 C’s • National Level: Police should be prepared for a Major Incident or Natural hazard which requires a national response • Local Level: Response capability commensurate with the local Risk Assessment based on NSRA and NPA.
