Facts that attest to the integration of LSSR economy and society into Soviet economic and military structures “Latvia as the Soviet/Russian army departs (1992-1994): • Soviet forces located in 25 of 26 regions; • 17 army equipment repair shops under direct control of USSR Ministry of Defense; • Almost all factories and research institutes filled out Military-Industrial Complex orders; • 5 Latvian Institutes of Science had 30 000 employees.“ I.   8. Aleksandras Jakovļevs – USSR CC secretary, Politburo member, perestroika initiator, Mihail Gorbachov advisor writes: “USSR official military budget never revealed true amounts. Military programs were reviewed and accepted by a narrow Soviet elite.”… “To this day, it is not clear what portion of the total production was made up by military industry.   9. Conclusions The USSR has been quite successful in hiding the actual financial situation regarding military expenditures. This is indicated by documents published by US and other countries’ secret services – precise information about what was going on in the USSR financial system did not exit.“ G.
