About me • Stephen Penneck, born 1951 in the UK • Educated Southampton and Birmingham Universities • Career in UK government statistics 1972 to 2012, early career in economic statistics • Director of Statistics, Department of Trade and Industry • Head of National Accounts, Deputy Director of Statistical Policy, Director of Sources, Director of Methodology in ONS • Secondment to Australian Bureau of Statistics 2002 • Director General, Office for National Statistics, 2009-2012 • President International Association for Official Statistics 2011-13

  4. Summary of MishaBelkindas’ presentation Very comprehensive paper. Sets out the most important international events of the last 15 years – a good reference. It also sets out the funding arrangements of the World Bank through five schemes: TFSCB, STATCAP, SRF, ADP, ECASTAT. It summarises the role of the IMF and the ILO and gives two examples, Norway and Sweden, of national funders. It also sets out some thoughts as to how the ISI could develop its role.

  5. Comments on MishaBelkindas’ presentation Some impressions • the complexity of the statistical development landscape. Are they all current? MAPS looks out of date. • Similar complexity of the funding • Why just Norway and Sweden?

The role of the ISI The role of the ISI • Facilitating collaboration among its members to promote the development of statistics worldwide is consistent with the ISI mission • ISI is a source of expertise (through its members) rather than a funder • Short term pump priming finance may be a problem • Setting up an ISI Association to include statisticians active in international development looks attractive • Should ISI be bidding against (possibly) some of its members?

From a recipient point of view • Ensure alignment with the NSI’s business plan • Ensure the project has clear deliverables and is monitored well – use project management • Ensure you have the expertise and time to work with incoming experts • Aim for knowledge transfer • Build a relationship with external experts over time
