Enrollment Priority Regulations • Tier 1 – CalWORKS, DSPS, EOPS, Foster Youth, and Vets who have completed orientation, assessment and educational plans • Tier 2 - New students who have completed orientation, assessment and educational plans and continuing students in good standing • Loss of Enrollment Priority at 100 units or two consecutive terms of not meeting academic and/or progress standards

  4. Academic standard = cumulative GPA of 2.0 or higher • Progress standard – cumulative satisfactory completion of at least 50% of coursework • Notifications and appeals covered • Regulations will be reopen to align with statute regarding CalWORKs, EOPS and DSPS students

  5. Student Success and Support Program Regulations • Renaming the “Matriculation” program • Updating the 20+ year old regulations • Target funding to the core services of orientation, assessment, counseling, advising and educational planning, and follow up services • Address new elements, such as “course of study” and “career goals;” and, • Establish policies for requiring students to complete core services

  6. SSSP Funding • $50 million program funding, plus funds for technology approved for 2013-14 • $200 million proposed funds for 2014-15 • Let the games begin! Stay tuned for the final dollar amount and a list of winners

  7. BOG Fee Waiver Changes • Workgroup began in June 2012 • SB 1456 passed September 2012 • Workgroup met again in January and February 2013, and by phone spring 2013 • Draft regs pulled from September BOG meeting • 1st reading of regs November, 2013 • Regulations passed January 2014

BOG Fee Waiver Regulations • Workgroup met June and July 2012 • SB 1456 adopted September 2012 • Workgroup met January and February, plus conference calls 2013 • Draft regulations scheduled for first reading September 2013, agenda item pulled • First reading at BOG November 2013 • Regulations adopted January 2014 • Final steps spring 2014

Loss of Fee Waiver • Two consecutive terms of probation for not meeting academic and/or progress standards • Foster Youth not subject to loss of fee waiver under the regulations • Notification and appeals process defined • “Extenuating circumstances also includes special consideration of the specific factors associated with Veterans, CalWORKs, EOPS and DSPS students.”

Student Impact • CCCCO ran a simulation based on a cohort from 2011 • 31,342 students were subject to loss of the fee waiver = 3.9% of all students receiving fee waivers • EOPS = 4.8% • CalWORKs = 4.7% • DSPS = 6% • SSSP services, early notification of change, and appeals will lower these numbers

  11. Implementation • Notification to students spring 2015 • Fully operational for registration fall 2016 • Workgroup will be formed to help develop guidelines and best practices • Local polies will need to be developed • System wide communication strategies will be employed • FAO system programming changes to conform to regulations
