OBOD Overview Mission Statement To accelerate the expansion of sustainable broadband access and adoption in the Commonwealth by determining the characteristics of broadband availability and use in Kentucky, and promoting the value of broadband to improve the lives of citizens. Role • Broadband advocacy and advisor in Frankfort • Establish state-wide broadband direction and policy • Facilitate access to broadband resources Moving Forward into the 21st Century – Expanding Kentucky’s Broadband Infrastructure and Utilization

OBOD Overview History 2010 – Program Initiation • OBOD Created in October • Researched Broadband Program Best Practices • Conducted Service Provider Outreach and Supply Side Data Surveys • Developed and Validated Broadband Mapping Moving Forward into the 21st Century – Expanding Kentucky’s Broadband Infrastructure and Utilization

OBOD Overview History 2011– Collaboration • Outreached to Regional Stakeholders across the Commonwealth • Developed Network for Communications with Local Entities • Designed Demand Side Data Survey • Partnering with Community Action Kentucky on computer donation program for local online access to promote awareness. OBOD Overview Connectivity – Availability- Access FIRST THOUGHT CONNECTIVITY – AVAILABILITY - ACCESS • 91.5% or 3,890,0000 Kentucky Citizens have access to broadband Kentucky Ranks 40th in availability • 8.5% do not have access to broadband ~400,000+/- people – this doesn’t mean they don’t access broadband, it just means they don’t have access at their home Many drive to public Wi-Fi spots Moving Forward into the 21st Century – Expanding Kentucky’s Broadband Infrastructure and Utilization

OBOD Overview Awareness - Adoption SECOND THOUGHT AWARENESS– ADOPTION It was more about lack of use……… 1.4 Million HAVE ACCESS to broadband but DON’T use it REASONS FOR NOT ADOPTING BROADBAND • Does Not Provide Value • Too Expensive Largest barrier to broadband adoption is not access to the technology, but rather a perceived lack of need Moving Forward into the 21st Century – Expanding Kentucky’s Broadband Infrastructure and Utilization

OBOD Overview Awareness - Adoption Roughly 2.4 Million Kentuckians subscribe to an ISP ---- 58% ---- Even though we report 91% availability – its not true availability to our citizens because its: 1.) Unaffordable 2.) Inadequate It’s not just an Eastern or Western Kentucky problem, the problem exist in your area. OBOD Overview Challenges Considering Kentucky Sometimes the saying “everyone is on the internet” isn’t actually accurate.  For every one of our citizens that CAN get online, there are two that CAN’T.  When you look closer at the “everyone” you realize that many times that it looks more like “less than everyone” can access the internet.  In our rural areas it can be more like one in a hundred, one in three hundred or even one in a thousand are online.  We all know the possibilities of high speed internet – education, economic development, eHealth, e911/FirstNet, 211, 511, and many others.  How do we move Kentucky forward in all of these aspects?
