  1. IT & Data Workshop North West Pathfinder Champion Conference 7th Nov 13

Introduction • Different systems and applications are currently being developed across the pathfinder community which are based on common values, functions and requirements • Two previous events held in London for Pathfinders which have focused on identifying what IT systems and applications are in use or being developed across the pathfinder community • Functional Requirements were drafted and have been recently commented on and prioritised • Aiming to use these as a base to agree a set of principles and requirements that all local authorities will have to adopt and that can be used to inform suppliers

Recap of Vision/Aim for IT system(s) Pathfinders worked together to establish a vision for IT system(s) in relation to SEND: “To enable the collation and sharing of information across partners (parents, young people, multi-agency professionals)… in order to support a coordinated assessment and planning (and continual review) process… that delivers an holistic Education, Health & Care Plan owned by the child or young person and their family.”

Information Governance Data sharing/Information Governance • Important to consider the levels of consent needed to be able to share information • Across services – data sharing agreements in place • With parents and wider partners • The Code of Practice (CoP) has lots of references to the importance of sharing information effectively

The Code of Practice states: • Information sharing is vital to support an effective assessment and planning process which fully identifies needs and outcomes and the education, health and care provision needed by the child or young person. • Information can be shared if there are agreed local processes designed to meet specific legal requirements about confidentiality, consent and security of information. • Agencies should work together to agree local protocols for information collection and management so as to inform planning of provision for children and young people with SEN at both individual and strategic levels.

  6. The Code of Practice states: • As far as possible, there should be a ‘tell us once’ approach to sharing information during the assessment and planning process so that families and young people do not have to repeat the same information to different agencies, or different practitioners/services within each agency. • Local authorities must discuss with the child’s parent or the young person what information they are happy for the local authority to share with other agencies.

Core Guidance & Legislation Any potential solution must be considered in line with current legislation and core guidance material as set out in the following key documents: • Data Protection act 1998 • Common Law Duty of Confidence • Human Rights Act 1998 • NHS Care Record Guarantee • Social Care Records Guarantee • Confidentiality – NHS Code of Practice • BS ISO/IEC 25001 / 25002 Information Security Standards • BS ISO 17799:2005 Code of Practise for Information Security Management

Early Support app • Early Support is a Delivery Partner for the Pathfinder programme. • Early Support works to ensure that services offer better coordinated key working functions to identify where families can access a single point of coordination and support. • It focuses on ensuring that service delivery is child, young person and family centred and that services and practitioners work in partnership with children, young people and their families. • They have developed an app which is available for iPhone and iPad.

Greenwich iPad Trials • Supply of iPads to nine Pathfinder pilot families. • Commissioning the Rix Centre to carry out study into person-centred planning and multimedia-advocacy with a wider sample of families. • Photo and video functions are highly useful for communicating information to practitioners. • Video telephony is convenient and empowering; meetings can now be conducted remotely. • Specialist apps available for download (including many for free) bring all sorts of benefits to children.

East Sussex SEND Portal & CMS • Families will use the SEND portal, Practitioners will use the core CMS • All will use the same login mechanism, i.e. hosted at East Sussex County Council • All users will be pre-registered • All users will enter: • a Username allocated on registration • a Password determined by the user • AND a unique code which will be sent to their mobile phone upon every login

Manchester currently trialling Multi Me with 3 schools and our Independence Development Service • It allows young people to upload content and share it with their peers, or with professionals who have been invited to join their network. • Families can run their own small networks and schools or local authorities can run large networks. http://www.multime.com

Trafford Workspace Progress • Developed Liquid Logic E-CAF electronic secure case management system to support early help and CAF – • All Trafford’s CAF are stored on e-CAF • Designed like a website so users feel comfortable • Launched early 2013 • Independent of security to the rest of the record • Consent driven - all Children / Young People have a CAF Episode open alongside EHC • Significant Changes to EHC Plan • Flexibility to develop additional forms in-house • Non Council Staff can access through secure web-link – • only recognised IP Addresses - there will no access to e-CAF without identifying address.

Trafford Next Steps • Significant Changes to EHC Plan • Development of Additional Forms • Pilot with Schools in North Area using CAF as a referral – September 2013 • Transfer SEN Tribal Database into Liquid Logic Workspace • E-CAF and workspace will have workflow for managing caseloads and tracking timescales – review content following pilot • Develop Performance Framework / Data Quality • Align and continue to develop alongside code of practice. • Robust System is adaptable and will enable us to support and meet statutory and local requirements • Rolling Training Programme for e-CAF already exists

  27. Access The access tab is next. This is where users can grant/deny specific access to the individual workspace. All workspaces by default are locked down, so only users who are a member of the EHC group tray will be able to see the workspace.
