  2. Permits To Construct Ensures that construction or modification of any stationary source will not cause or contribute to ambient air quality (AQ) problems

  3. Three Permit-to-Construct Programs • New minor sources & minor modifications to existing sources • New major sources & major modifications in attainment or unclassifiable areas • New major sources and major modifications in nonattainment areas

  4. Minor New Source Review (NSR) • Custom designed to address needs of permitting authority’s jurisdiction • Based on sources types, AQ, expected emissions growth, other • Ensures control over new emissions, prevents violations of standards & unacceptable AQ degradation

  5. Prevention of Significant Deterioration (PSD) • New major stationary sources, major modifications to existing major sources • For attainment, unclassifiable areas • Best Available Control Technology (BACT) • Protects ambient standards, prevents significant AQ deterioration • Protects AQ-related values of Class I areas

  6. Part D (NAA)—New Source Review (NSR) • New major stationary sources, major modifications to existing major sources • Applies in NAAs • Lowest Achievable Emission Rate (LAER) • Emission offsets • Alternative analysis
