    10. 10 Current FEMP M&V Training Given as part of DO workshop. Target audience are agencies and contracting officers. Offers overview of Options A, B, C, D. Approach geared towards satisfying contract requirements.

    11. 11 Current Activities Conducted ‘needs assessment’ for potential participants. Developed 1/2 day M&V course to supplement DO Workshop. Negotiating with AEE about modifying IPMVP certification course to include FEMP-specific materials.

    12. 12 Current Activities Army: Contracts with Sain Engineering to provide M&V training to Base energy managers. Teaches to IPMVP. Navy: Has used Sain Engineering, and Steve Kromer (AEE). Majority of new projects utilize DoE contracts. Exploring training alternatives. Air Force: AF and Texas A&M Energy Lab working on 17 Standardized M&V Plans. AF and NREL working on web-based M&V Training.

    13. 13 Needs Assessment Conducted survey of DO participants asking about the M&V materials in the workshop. Was the M&V material adequate? Would you like to see more M&V material? Would you like to see a 1/2 day course? Do you have any interest in AEE’s 3-day course and certification?

    14. 14 Needs Assessment: Participants Contacted 130 DO Workshop attendees via e-mail, 14 responded (9%) Called 20 from the list, spoke with 2 more people with opinions to share. Total response: 16, 12% 11 from contracting/legal background, 5 from engineering Seven (7) respondents to IPMVP questions.

    15. 15 Needs Assessment: Results 56% would like to see more M&V materials in the DO workshop. 69% would be interested in an additional 1/2 day workshop. 43% interested in AEE 3-day course. 14% feel that CMVP certification has any value; 30% felt that FEMP materials were needed in the IPMVP course.

    16. 16 1/2 Day M&V Course Draft 4-hour course developed and ready for (YOUR) review and comments. Supplements DO Workshop. Geared towards FEMP contract requirements and risk allocation. Debut to be Feb 26 in San Francisco.

    17. 17 AEE / IPMVP Course Al Thuman of AEE has made the following proposal for IPMVP training: FEMP-related participants could participate for $695 (course) plus $200 (test). AEE would train 10 key FEMP members for lump sum of $4,000. FEMP has the ability to influence the course materials.

    18. 18 AEE / IPMVP Course (2) FEMP would sponsor course via: Newsletter and web-based promotion. Distribute AEE announcements. Not an exclusive arrangement. AEE brochures would state “In cooperation with the US Department of Energy, Office of Federal Energy Management Programs.” AEE needs response by 11/22/02.
