  1. จัดทำข้อตกลงร่วม (MOU) ระหว่าง สปสช. + สธ. • ส่วนกลาง กำหนดเป้าหมาย/ ตัวชี้วัดด้านสุขภาพร่วม (National PP Health Indicators) โดย สนย. + สปสช. • เขตสุขภาพ กำหนดเป้าหมาย/ ตัวชี้วัดด้านสุขภาพร่วม ของแต่ละเขต จังหวัด หน่วยบริการ และ DHS (โดยเน้น เป้าหมาย/ ตัวชี้วัดระดับ DHS) ลงนามข้อตกลงโดยเขต • การประเมินผลงาน • Internal audit: สสจ. + เขต • External audit: กรมวิชาการ + สปสช. 1
