  1. ‘The Commission found no evidence of political pressure to influence the Intelligence Community's pre-war assessments of Iraq's weapons programs.’

  2. Nuclear Weapons US NIE: Iraq has reconstituted nuclear weapons programme and could assemble device by 2010 UK JIC: Iraq is pursuing a nuclear weapons programme but can’t produce a weapon while sanctions in place ISG: Iraq hasn’t tried to restart its nuclear weapons programme post-1991 but will try once sanctions lifted

  3. Biological Weapons US NIE: Iraq had biological weapons and a larger, more advanced programme than before the Gulf War UK JIC: Iraq had some biological agents from pre-1991 stocks or more recent production and could produce weapons within weeks ISG: Iraq could resume production, but not within days. Saddam probably would resume programme eventually

  4. Chemical Weapons US NIE: Iraq had renewed production of chemical weapons and probably had stockpiles of up to 500 metric tons UK JIC: Iraq could resume production of chemical weapons within months and might have 1.5 metric tonnes of VX gas ISG: Iraq probably had capability to produce chemical weapons and production would resume once sanctions were lifted

  5. The Prime Minister, Tony Blair, at Downing St press conference with Dick Cheney, 11 March 2002 ‘That there is a threat from Saddam Hussein and the weapons of mass destruction he has acquired is not in doubt at all.’

  6. ‘We are content that the JIC has not been subjected to political pressures, and that its independence and impartiality has not been compromised in any way. The dossier was not “sexed up” by Alastair Campbell or anyone else.’

  7. The Prime Minister, Tony Blair, House of Commons, 12 October 2004 ‘I apologise for any information given in good faith that has subsequently turned out to be wrong. ‘What I do not in any way accept is that there was any deception by anyone. ‘I cannot bring myself to say that I misrepresented the evidence because I do not accept that I did.’

  8. ‘The Government wanted a document on which it could draw in its advocacy of its policy. This will have put a strain on them [the intelligence services] in seeking to maintain their normal standards of neutral and objective assessment.’

  9. ‘We conclude that, if intelligence is to be used more widely by governments in public debate… it will be essential that clearer and more effective dividing lines between assessment and advocacy are established.’

  10. ‘JIC Assessments, the collective product of the UK intelligence Community, are intelligence-based but include relevant information from other sources. They are not policy documents.’

  11. ‘There are limitations, some inherent and some practical on the scope of intelligence, which have to be recognised by its ultimate recipients if it is to be used wisely.’
