  2. Objectives • Sectors (3) and Priority Areas • Conditions (applicants, partners, grant size, duration ..)

  3. General Objective • to enable potential beneficiaries to gain a better knowledge and understanding of the European Union policy and practices • to prepare accession by strengthening the contacts and exchanges between Turkish and MS civil society actors in agriculture, food safety, veterinary and phytosanitary and fishery sectors.

  4. Specific objectives • long-term cooperation and partnerships • exchange of knowledge and best practices on planning and implementation of EU policies →All the proposed interventions should respond to these specific objectives

  5. SECTOR 1: AGRICULTURE • 1.1 Sustainable production methods and increasing the efficiency and competitiveness, • 1.2 Marketing channels for the producer organisations, • 1.3 Implementation of marketing standards, • 1.4 Rural development initiatives, • 1.5 Farm and land management, • 1.6 Participation in policy making.

  6. 1.1 Sustainable production methods • Studies on how to apply good agricultural practices, organic farming and their adoption • Studies on agricultural production methods causing less harm to the environment (e.g. production in greenhouses heated with geothermal energy) • Research on extension services used for promoting sustainable production methods • …

  7. 1.2 Marketing and producer organizations (POs) • research on marketing channels used by EU POs, • analysis of marketing options and operating structures of TR POs, • studies on adoption of suitable organizational options or the re-organisation of POs’ operating structures • research on price monitoring systems • ..

  8. 1.3 Implementation of marketing standards • Analysis of legislation on marketing standards and standard implementation at every stage of production and marketing chain (e.g. by POs, traders, retailers, etc.), • Studies on organizational requirements for implementation of these standards by the respective value chain actors (olive oil and table olives, fresh and/or processed fruit and vegetables, banana, ornamental plants, meat, milk and milk products, spreadable fats, eggs, products of eggs and poultry meat)

  9. 1.4 Rural development initiatives • strengthen local partnerships (e.g joint marketing across different regions) • Identify innovative approaches to rural development (introduction of new products or processes), • Research, transfer and adaptation of innovations (e.g. valorisation of traditional know-how) • Establishment of linkages with research and development centres

  10. 1.5 Farm and land management • Research on the rules and principles for farm management, farm relief and farm advisory services as well as forestry advisory services, • Studies on organisational structures and information requirements of these services • Collection of information to be provided to farmers and other stakeholders • Research on extension services and materials used in extension and their introduction.

  11. 1.6Participation in policy making • Actions that cover policy analysis or the development of tools to participate in policy formulation, • Development of information resources to the benefit of SCO actors

  12. SECTOR 2: FOOD SAFETY, VETERINARY AND PHYTOSANITARY • 2.1 Implementation of EU policy and practices, • 2.2 Establishing systems and procedures for traceability in food chain and self assessment system.

  13. 2.1 Implementation of EU policy and practices • Research on EU legislation regards food safety, veterinary and phytosanitary area, roles and responsibilities of different actors in food chain (e.g.farmers, producers, processors, traders, universities,professional organisations etc.) and how these are addressed

  14. 2.2 Systems and procedures for traceability in food chains and self assessment • Studies on the legislative requirements for traceability and self assessment in food chains • Studies on establishment of food chain traceability systems and procedures adopted by different actors (e.g. producer organizations, traders etc.) • Establishment of self assessment system by operators (e.g. HACCP systems) • Actions aimed at the promotion of extension activities

  15. SECTOR 3: FISHERIES • 3.1 Implementation of EU policy and practices, • 3.2 Work and role of producer organisations, • 3.3 Implementation of marketing standards.

  16. 3.1 Implementation of EU policy and practices • Studies on EU common fisheries policy legislation, roles and responsibilities for different actors (universities, fisheries producer organizations, traders etc.) and on feasibility to adopt similar systems • …

  17. 3.2 Work and role of producer organizations • Actions aimed at strengthening recognized fisheries producer organizations, • Research on structural requirements for operation of fisheries POs (organizational) and adaptation of Turkish fisheries POs • Development of operational programs by fisheries POs and adaptation by Turkish POs • Introduction of IT systems used by fisheries POs

  18. 3.3 Implementation of marketing standards • Research on EU legislation on marketing standards for fishery products, • Studies on organizational requirements for implementation of these standards in POs, chambers, wholesale markets etc. and introduction of systems used for this purpose • Actions to strengthen extension services and improve access to information • …

  19. Eligible activities Actions (projects) may include (but are not limited to): • trainings • organisation of workshops, seminars, conferences, internet forums etc. • study visits, field visits • support to the establishment of networks • awareness raising activities • publication, printing • information campaigns • …

  20. Ineligible activities (1) Actions may NOT .. • consist only or mainly of individual sponsorships for participation in workshops, seminars, conferences, congresses; • consist only or mainly of individual scholarships for studies or training courses; • consist of one-off actions such as conferences, round tables, seminars or similar events; • finance the usual (routine) activities of local organisations, covering their operational costs;

Ineligible activities (2) Actions may NOT .. • focus exclusively on academic research and feasibility studies (unless part of a broader project); • suffer from ideological or partisan bias; • have started before signing the contract with the CFCU or already receiving funds from other sources • consist of construction and investments in facilities; • consist of direct import-export actions or other commercial activities

  22. Ineligible activities (3) Actions may NOT .. • consist of other grant making activities (i.e. the use of the grant to make grants (financial or in-kind) or loans to other organisations or individuals). • be purely aimed at equipment procurement → maximum % 20 of eligible costs

  23. Applicants (I) • legal persons – non-profit • directly responsible for the preparation and management of the action with their partners • directly responsible for providing the necessary services and to manage the facilities created or supported through the action • have the financial and operational capacity to implement the action • demonstrate that the area of the submitted project is within the working field of the organization as mentioned in its statues.

  24. Applicants (II) And most importantly .. Must includeat least one eligible partner from an EU Member State

Applicants (II) • For all priority areas: - NGO’s, chambers and commodity exchanges, professional organizations, cooperatives, unions (e.g. producers unions, exporters unions, etc.), consumer organizations • For priority areas 1.1, 2.1, 3.1 - Universities • For priority areas 1.3, 1.4, 3.3 - Special provincial administrations, municipalities, regional unions of municipalities

  26. Partners • satisfy the eligibility criteria • participate in designing and implementing the action (with their incurred costs also eligible). • may originate from other Candidate Countries (+Turkey)  but this is not sufficient to comply with the eligibility criteria. • may include additional third party partners (e.g. Turkish grassroots NGOs)  recommended, but not mandatory

  27. Associates Consist of other organisations that are involved in the action. They play a real role in the action but may not receive funding from the grant with the exception of per diem or travel costs. Project duration Minimum → 9 months Maximum → 18 months

  28. Maximum # of grants • applicants may submit more than one proposal but they will not be awarded more than one grant; • an applicant may at the same time be partner in another application; • partners may take part in more than one application. But they may not be awarded more than one grant under this call for proposals.

  29. Importance of grants • indicative amount available: euro 2.200.000 • minimum amount: euro 50.000 • maximum amount: euro175.000 • A grant may not be for less than 50 % of the total eligible costs of the action. • No grant may exceed 90 % of the total eligible costs of the action
