  1. SINGLE EUROPEAN SKY „A COMMON APPROACH FOR COMMON BENEFITS FOR ATM, COCKPIT AND AIRPORT“ TUESDAY 10th November 2009 CLARION CONGRESS HOTEL PRAGUE Jan Klas Director General

  2. A COMMON APPROACH FOR COMMON BENEFITS FOR ATM, COCKPIT AND AIRPORT THE AIR TRANSPORT VALUE CHAIN AIRCRAFT MANUFACTURERS AIRPORT HANDLING SERVICES AIRPORTS AIRCRAFT LEASING COMPANIES AIRLINES (COCKPIT) • OPPORTUNITIES • Improve relations between airspace users, • service providers and airports • Improve safety, performance and efficiency • levels • Traininig principles ATM CATERING COMPUTER RESERVATION SYSTEM

  3. A COMMON APPROACH FOR COMMON BENEFITS FOR ATM, COCKPIT AND AIRPORT ANS CR VISION ANS CR as areliable and predictable partof the Czech civil aviation, actively supporting its further dynamic development and at the same time proactive member of the European integration and liberalization processes in the ATM area, with the aim to increase the overall value and  competitive strenght. • MISSION • Provision of air navigation services in the airspace of the Czech Republic and at • Prague – Ruzyně, Brno – Tuřany, Ostrava Mošnov and Karlovy Vary airports • Air Traffic Flow Management • Airspace Management • Search and Rescue Service • Aeronautical Information Service • Czech Air Navigation Institute (CANI)

  4. A COMMON APPROACH FOR COMMON BENEFITS FOR ATM, COCKPIT AND AIRPORT COMPANY´S STRATEGY I. Stabile development of the core activities and their scope for acceptable price • to ensure permanently safe, high-quality, transparent and sustaianable air navigation servicesto all users of the airspace in the area of ANS CR responsibility • to ensure cost-effective air navigation sevices to all users of the airspace in compliance with the long-term Europan-wide trends of cost reduction II. Support development activities in the European region • to be a leader in the development and operation of the functional airspace block in the Central European region (FAB CE) • to promote the implementation Single European Sky project III. Diversification of commericial activities in Europe and in other world regions • to broaden the portfolio and scope of commercial services, primarily in the area of ANS CR key competence

  5. A COMMON APPROACH FOR COMMON BENEFITS FOR ATM, COCKPIT AND AIRPORT WHY SINGLE EUROPEAN SKY? The European aviation market – key figures • A €140bn business • Carrying over 750 million passengers (of which 460 million within EU) • 37% of world air passenger traffic • 138 airlines (scheduled passenger carriers) • 5,250 aircrafts in service

  6. A COMMON APPROACH FOR COMMON BENEFITS FOR ATM, COCKPIT AND AIRPORT

  7. A COMMON APPROACH FOR COMMON BENEFITS FOR ATM, COCKPIT AND AIRPORT COSTS OF FRAGMENTATION

  8. A COMMON APPROACH FOR COMMON BENEFITS FOR ATM, COCKPIT AND AIRPORT SES OBJECTIVES • To restructure European airspace as a function of air traffic flows, rather than according to national borders FUNCTIONAL AIRSPACE BLOCKS • To create additional capacity - Flexible Use of Airspace • Common requirements for ANSP, certification & designation • To increase the overall efficiency of the ATM system • To enhance safety standards • Common Air Traffic Controller License • Separation of regulatory activities from service provision • Uniform system of charging

  10. A COMMON APPROACH FOR COMMON BENEFITS FOR ATM, COCKPIT AND AIRPORT WHY FUNCTIONAL AIRSPACE BLOCKS ? • OBJECTIVES • Achieve maximum capacity, efficiencyand safetyof the SES ATM network • Reduce fragmentation • Take into account real traffic flowsand not national borders • Harmonisationof procedures and infrastructures • Consolidationof service provision • - Homogenous charging policy

  11. A COMMON APPROACH FOR COMMON BENEFITS FOR ATM, COCKPIT AND AIRPORT

  12. A COMMON APPROACH FOR COMMON BENEFITS FOR ATM, COCKPIT AND AIRPORT EUROPEAN AIRPORTS CAPACITY PROGNOSIS • 2006 - 2015: EUR 120 billion planned investment • 50% PAX and cargo terminal facilities • 30% aircraft movement areas • 20% equipments, property, parking, … • 2008 - 2030: 41% PLANNED CAPACITY INCREASE • 5 new airports • new runways • Air/ground side increase at 79 airports

  13. A COMMON APPROACH FOR COMMON BENEFITS FOR ATM, COCKPIT AND AIRPORT • AIRPORT´S CAPACITY CHALLENGE • Towards a gate-to-gate approach • Airports are integral part of the ATM network • Collaborative Decision Making (CDM) • Effective use of capacity • Proposed actions • Integrate airport dimension in other pillars and strengthen interfaces • Safety-capacity-environment • Vision: Change operational paradigm • Increase predictability • Promote operations in function of required time of arrival

  14. A COMMON APPROACH FOR COMMON BENEFITS FOR ATM, COCKPIT AND AIRPORT Memorandum on Co-operation in the field of operation efficiency optimisation and environment protection • Operational and technical issues • application of the best examples and state-of-the-art knowledge in the sector resulting in the • reduction of fuel consumption in all flight stages, • introduction of continuous aircraft ascent and descent and minimisation of non-productive flight • time at Prague Airport for both departures and arrivals, • Processes – Collaborative Decision Making • - systematic improvement of the decision-making processes implementation on a common basis • (sharing operational information), • - application of the concept of flexible use of Czech airspace in order to optimise air routes, • Marketing and development • - support in implementing incentive programmes for airline companies at Prague Airport and in increasing • its attraction for existing and new airline companies, • - consultations and co-ordinated selection of technologies increasing efficiency of operation and • subsequently mitigating adverse impact on the environment.

  15. A COMMON APPROACH FOR COMMON BENEFITS FOR ATM, COCKPIT AND AIRPORT STREAMLINING OPERATIONS New challenges – new solutions = inovative approaches to training and education • Next generation of training and professional development – linking the needs of all stakeholders in the aviation community • Czech Air Navigation Institute – the first step towards profession interoperability in civil aviation

  16. A COMMON APPROACH FOR COMMON BENEFITS FOR ATM, COCKPIT AND AIRPORT INTERNATIONAL CIVIL AVIATION – ONE WORLD, ONE GOAL • The essence of interoperability – intensive growth through inovation • United training programs – taking advantage of and building synergies between professions • Economies of scale = the other side of the equasion • Aviation Academy – building a strong foundation for the aviation community
