  6. Situation UNSCR 9995 was passed 29 June 2014. (UN CH VII) Authorizes establishment of a multinational force. Use all means necessary to: Restore peace and security in the region. Restore freedom of navigation in the JOA. Assist Griffon and Yolo to neutralize ARM. Deter Orion aggression within the Coaster Islands Region. CTF 175 assets already in the region as advance forces under UNSCR 9991. UNCLASSIFIED

  7. Definitions Sea Control Operations: Theemployment of naval forces, supportedbyland and air forces as appropriate, IOT achievemilitaryobjectives in vital sea areas. Suchoperations [may] includedestruction of enemy naval forces, suppression of enemy sea commerce, protection of vital sea lanes, and establishment of local militarysuperiority in areas of naval operations.   10. Mission:CFMCC will integrate and deploy assigned forces to the Coaster Islands JOA NLT 25 Jul 14 IOT conduct Maritime Security Operations to enforce UNSCRs 9991-9995. In the event that deterrence fails, CFMCC forces will defeat an armed attack against Griffon and be prepared to defeat any offensive against UN forces. CFMCC will then set conditions for handover to legitimate Griffon authority or follow-on UN force. Purpose: To restore FON and regional security in the Coaster Islands Region. Method: Consolidate and integrate maritime forces. Restore freedom of navigation to include antipiracy operations. Restore security and stability in the region for UN forces to operate. Neutralize ARM forces in Griffon and Yolo. Deter Orion aggression and if necessary defeat hostile acts. Empower Griffon civil/military authority. End State: Freedom of navigation restored and favourable security conditions set for follow-on UN forces. CFMCC´s Mission & Intent UNCLASSIFIED

Assumptions • Orion is operating in isolation. • Regional bully • No known Nation State support; marginalize Orion = stability • RIMPAC forces will retain international support. • Links to Strat COG, needs maintenance! • Orion naval forces will continue to harass civilian shipping if left unchallenged. • Restore SLOCs = restore international confidence and contributes to desired end state • Marginalizing Orion will reduce ARM effectiveness. • Orion funding and arming ARM. Marginalize Orion = Marginalize ARM. • CFMCC forces will be monitored/shadowed. • FP and readiness at all levels paramount. • Environment of provocation/escalation!
