  2. Why build GTAS? Streamline reporting requirements for agencies Replace FACTS I, FACTS II, IFCS, and IRAS Integrate budgetary and proprietary reporting Produce the USSGL TFM and enforce all USSGL guidance in trial balances Use GWA central accounting balances/transactions and BPD investments/borrowings as authoritative data for editing trial balances Improve intra-governmentals by editing transfers and warrants against central accounting

Things you should know about GTAS ONE USSGL trial balance for each TAS Budgetary and proprietary USSGL data with beginning and ending balances TAS include expenditure accounts, deposit funds, clearing accounts, unavailable receipt accounts No more fund family reporting (FACTS I) Daily SMAF and FBWT $$ updates from GWA System is open to users 24x7 Bulk File Only – no online data entry Open for testing by agencies in May 2012 Implementation is January 2013 (1st Qtr. FY 2013)

FMS Standardization and the CFO Letter (f.k.a CGAC) January 14 CFO Letter … “In order to achieve governmentwide benefits and efficiencies, all Federal agencies will be required by October 1, 2014 to submit TAS/BETC information on all transaction types (IPAC, Payments, Collections).” How does this impact my GTAS reporting in 2013? GTAS will only accept the CGAC TAS, per the FMS Standardization/CGAC guidelines There is no CGAC “phase-in” timeframe for GTAS. GTAS will only accept a 6-digit USSGL account All other data elements collected on the bulk file must be compliant with all GTAS documentation How do I know what my new TAS is? www.sam.fms.treas.gov/sampublic/tasbetc.htm

Requirements • SMAF: • Includes balances and TAS level attributes. • Contract authority and backdated transactions are new. • Bulk File: • CGAC TAS and 6-digit USSGL account • Enter program reporting categories and apportionment category B numbers and text in a GTAS module. Include numbers on bulk file. • Validations • Simple or special (involves 2 or more attributes) • All validations are fatal. • Edits • 60+ edits will run but not all are fatal

Trading Partner Reporting Federal/Non Federal Code – Attribute that combines the Transaction Partner (FACTS II ) with the Federal/Non Federal code (FACTS I) Federal (F) Non-Federal (N) Non-Federal Exception (E) General Fund (G) {NEW} Trading Partners will be 3-digit agency codes (see new codes for 95 and 48) Trading partner main account is required wherever the trading partner is required (New Requirement for FACTS I users) More detailed information from agencies to help resolve intra-governmental differences and serve as a tool for reconciliation Changes and Exceptions: Domain Value “Federal” (F) required on the bulk file for budgetary transfer USSGL accounts (derived in FACTS II today) Trading partner agency identifier and main account are not required for budgetary unfilled customer orders and reimbursements earned USSGL accounts TP Main account for proprietary USSGL accounts optional in 2013, required in 2014.

Testing Several agencies have already started submitting GTAS bulk files to GWA for testing GWA can provide feedback to agencies or providers on the quality of data in the trial balances within one business day Agencies can start using the system to pilot test bulk files May, 2012 .. But don’t wait! START TESTING EARLY!!!

  10. Minimum System Requirements Internet Access Internet Explorer – IE 8 is required Java Script Enabled No more “direct line” to Treasury! No more secure ID card! No more dial-up!
