  16. Connecting Rural Iowa – Financing Connectivity We support Governor Reynolds’ efforts to optimize the existing broadband grant program to ensure state funding can stretch as far as possible. Maps. Update the 2015 TSA maps Future Proof Networks. Target state funding toward “future proof” networks – preferring those capable of 100mpbs symmetrical Prioritize low connectivity areas. Use updated mapping and an effective appeals process to avoid funding projects that overbuild existing networks with 25/3 service Increased Funding. The 2018 appropriation of $1.3 million was a good start. We support the Governor’s efforts to significantly increase that funding. We should fund our program as Minnesota, Wisconsin and other states do

In addition to the broadband grant program improvements, we support the Governor’s other Empower Rural Iowa initiatives: Grow Rural Iowa through increased access to leadership training Invest in Rural Iowa by improving rural housing. Creation of a “Rural Affairs Office” to assist in rural policy development and to serve as the day-to-day connection to rural Iowa

  18. Other Legislative Priorities Rights of Way Some communities in Iowa have increased right-of-way fees and permit fees and caused other delays in allowing new fiber-optic buildout. We seek to ensure that the broadband permitting and right-of-way process is efficient and in the best interests of Iowans. ICN We continue to support to the efforts of SF 2355 (approved 49-0 last year) to increase the accountability and transparency of the Iowa Communications Network
