  28. Michael https://weather.com/storms/hurricane/video/stunning-unedited-look-at-the-damage-from-mexico-beach-to-port-st-joe-florida

  29. Michael First Task: What EmComm equipment is still working in each County?

  30. Michael Second Task: Where is EmComm support needed? How do you find out???

  31. Michael Third Task: Who’s available to help? Again…how do you find out?

  32. Michael If there is no Plan or Coordination ahead of the storm, just finding these basic answers is difficult / impossible.

  33. Michael New People Involved. ARES NFL SEC, coordinating personnel assignments, lives near Orlando. Disaster is on other side of state.

  34. Example: One of our Members left here at noon on Sunday. He was tasked with providing EmComm support to a School Shelter in Gadsden County.

  35. He was not given a “Mission Number” nor specifics on who to contact at the Shelter. All he had was the street address for his GPS.

  36. Traffic accidents on I-75 held him up for over an hour, so when he arrived in north Florida, it was already past the 6 pm curfew for the area he was assigned to.

  37. Without a Mission Number and / or some other credentials, he would not be allowed on the roads after curfew.

  38. So he spent the night in a motel. Started out again at 6 am on Monday morning. He arrived at the School Shelter about 8 am.

  39. He met the Shelter Manager and was then told that they had power and phones. He was not needed.

  40. He asked for another assignment. He was told to go to a School Shelter three hours further west.

  41. And, he was told, “Last time we heard, they needed EmComm support.” But, that info was three days old.

  42. Michael You begin to see the problem…If you don’t have Comm, how do you KNOW what’s actually happening?

  43. Michael The SARnet was a great resource. But keeping it running was a challenge. Fuel shortages.Equipment failures.

  44. Michael Latest: Over 100,000 w/o power 2,000 in Shelters (Unknown how many in Hotels, Motels, with Friends, etc.)

  45. Michael Also unknown: How many ARES members helped

  46. Michael I am looking forward to the ARES After-Action Reports on Michael. We will learn from them.

  47. Any Hurricane Before the Storm you must have a Plan that covers more than just your county.

  48. Any Hurricane Your Plan has to address who “surviving hams” will contact and how they will make contact.

  49. Any Hurricane And they have to be able to provide info on where EmComm help is needed.

  50. Any Hurricane Your Plan has to address a “Central Point” where the “EmComm Needed info” will be collected.(With “Alternates”)
