NEW STATEWIDE VR DATABASE • AVID – go-live in September 2019 • 13 counties will use directly • Pima/Maricopa interface • Improvements in the new system • Better data integrity • Audit logs of almost all actions • Better reporting functionality • Voter’s record moves with them county-to-county • Addressing based on points & boundaries rather than street files

(RE)BUILDING RELATIONSHIPS • County Recorders and Elections Directors • SOS County Visits – “listening tour” • More collaboration/communication policy priorities • Briefings on status of pending litigation • Re-establishment of Voter Registration Advisory Committee • Municipal Clerks – You! • Citizens Clean Elections Commission • Other State Agencies – MVD, Governor’s Office, DES/DHS

ELECTION SECURITY • Deeper state/county partnerships • Convene regular election security meetings • Conduct training exercises and share expertise • Cybersecurity support for counties • Emergency response plan and emergency communication agreement w/ counties • Disburse 2018 HAVA sub-grants to counties; facilitate assessments • Selected for NGA Election Cybersecurity Policy Academy • Security training for candidates and parties

  7. 4. INCREASING ACCESS • NVRA Section 5 & 7 Compliance • Third-Party Online Voter Registration • Updated Voter Registration Form • Improved formatting/Spanish translation • Updated instructions re: DPOC • Large-font version will be online • Tribal Liaison/Outreach Coordinator

Elections Procedures Manual • A.R.S. § 16-452 requires SOS to produce an election procedures manual, in consultation with the counties • AG and Governor must approve • Rules in the manual have the force of law New statutory deadlines under H.B. 2238 (4/17/2019) • October 1 of odd-numbered years: SOS must submit to Governor and AG • December 31 of odd-numbered years: Governor and AG must sign/issue

Elections Procedures Manual • Timeline: • April – August: SOS Office working with counties to update chapter by chapter • August: Full draft for public comment (proceduresmanual@azsos.gov) • September: Public Meeting • September/October: Send to AG and Governor • Major updates include: • LULAC consent decree • Legislative changes to early and emergency voting, primary date, etc. • Procedures for on-screen adjudication of over-votes/under-votes • CF, IIR, nomination details to handbooks

MULTIJURISDICTIONAL ACCESS • Campaign Finance • New CFS4 Portal (Beacon) recently launched • Multijurisdictional access not anticipated for 2020 cycle • Anticipate early testing in late 2020 • E-Qual/Candidate Portal • Multijurisdictional access not anticipated for 2020 cycle • Anticipate early testing in late 2020 • ENR • Available; 4 counties use our ENR • Interested counties (or Phx) can contact us re: onboarding (after PPE)
