  3. DEFINITION Subterranean Data Bank (Sutra D’Bank)is a complete asset register or inventory of all underground utility data including the points of reference which will immensely benefit all interested parties.

  4. HISTORY Sutra D’ Bank in Malaysia, has its beginning in March 1996 when the Penang State Government received a proposal from Equarater Sdn. Bhd. (ESB) to establish an Integrated Underground Utility Information Bank (IUUIB) for the Penang State Government. In August 1997, after several meetings, the proposal was approved with a condition that ESB enters into a joint-venture with Penang Development Corporation, a state agency, to undertake the proposed project.

History - cont’d • EQUARATER (PENANG) SDN BHD (EPSB), which is the joint-venture company between ESB and Penang Corporation Development, was incorporated on 12 May 1998. • Under the joint venture agreement EPSB was given a concession for a period of thirty (30) years to systematically build-up of the database.

  6. History - cont’d • EPSB is also responsible to manage and operate the Subterranean Data Bank (Sutra D’Bank), formerly known as IUUIB. The database was officially launched on 30 September 2004. • The launching of the Penang State Sutra D’Bank probably qualifies Penang as the only state in Malaysia offering such a facility.

  10. OBJECTIVES Inter alia, the main objectives of the Proposal are :- • TO PROTECT the existing underground utility networks by providing accurate and integrated information on their locations. Note : EPSB has the capacity and capabilities to produce high quality colour-coded maps of the existing underground utilities including related topographical features.

  11. Objectives – cont’d • TO ASSIST the authorities in ensuring that digging and trenching activities are effectively regulated. Note : In the implementation of the Penang State Sutra D’Bank, the Penang State Government issued a guideline that all utility providers in their applications for wayleave permits from the local authorities to carry out trenching/excavation works are required to also furnish together the relevant underground utility location maps.

Objectives – cont’d • TO IMPROVEtrenching works safety and productivity rates and to avoid/minimize incidents of accidents in such excavation / trenching works so that consumers will continue to enjoy such facilities. Note : Cost of damages to cables and pipes are difficult to assess. Repairing the utility line may not be the only cost as there is also a great loss of potential business revenue. These damages will cause disruptions to utility supply to the domestic and commercial sectors, delays to the development projects and erode the public’s confidence.

Objectives – cont’d • TO ENSURE that new underground utility networks are installed systematically and logically, leaving adequate space for future developments. • TO ASSIST the authorities and utility service providers in the planning of future expansion of their infrastructure requirements. Note : The excavation/trenching route plans will indicate the optimum or most suitable and possibly the most economically viable route for the installation of the new utility network.

  14. Objectives – cont’d • TO MAINTAIN a database to facilitate all aspects of underground utility information management. Note : EPSB was given the task to manage and operate the Subterranean Data Bank (Sutra D’Bank), until the whole road networks in the State of Penang have been fully detected and surveyed and the information collected shall be maintained in a database file. Once the database is completed, the information will be handed over to the State Government of Penang.

BENEFITS • Save billions of Dollars in repair costs. • Provide real time information on underground utility networks. • Avoid damages to existing underground utility networks during installation of new infrastructure. • Allow for systematic installation of new networks leaving room for future expansions.

Benefits – cont’d • Ensure faster trenching works thus expediting development projects and ensure development projects are completed on-time without any cost over-run. • Ensure effective maintenance of underground utility networks where all excavation works will be better regulated and controlled. • Public inconvenience, adverse publicity and the high costs to industries during utilities break-downs will be minimized.

CONCLUSION • EPSB believes that its duty as a responsible corporate citizen is to serve and support the development of underground infrastructure which will ensure that Malaysia maintains its rapid economic growth. • The underground utility networks are worth BILLIONS OF DOLLARS being the foundation of the State. Thus, the establishment of the Sutra D’Bank will ensure that the development projects in the State of Penang, are carried out efficiently and effectively without any delays and disruptions. • It will endeavour to realize the common vision that will make us leaders in the fastest growing market economies of the world.

Conclusion – cont’d • EPSB is constantly on the look-out for new techniques and know-how to stay on top in the field of Underground Utility Data Collection and Management. • The establishment of Sutra D’Bank will also assist the MyGDI Penang State Committee as the information on underground utility is also one of the requirements in the MyGDI project. • It will put Penang at the cutting-edge of technology among other states. • This is a ‘WIN, WIN, WIN’ project that will benefit all parties.
