  2. Personal Background •Born in West Indies. •sent to school in New York. •aide to General Washington. during the Revolutionary War. •married well •became a delegate to Constitutional Convention from New York.

  3. View of Human Nature •People were basically selfish, self-centered and out for themselves. •Distrusted government that gave too much power to the common people.

  4. Best Form of Government •Country should be run by wealthy, elite group of educated men. •Strong central government. •Loose interpretation of the Constitution (loved the elastic clause!) (Gives the federal government more power!)

  5. Ideal Economy •Economy based on industry, manufacturing, and trade. •Assumption plan to pay war debts. (take over the state’s war debts). VA paid-make deal with Jefferson to locate Washington D.C. (in So.) • created the National bank to collect taxes, print money, and make loans to build factories and ships(not to small farmers). • Wanted a high protective tariff protects American business from foreign competition

  6. Relations with Britain and France •War breaks out between England and France! •Favored Britain against France. He feared the violence and chaos of the French Revolution. •Wanted to copy English model of strong, industrial world power

  7. Alien and Sedition Acts Federalists supported these laws (eliminate Demo/Rep opposition) against foreigners who supported the Demo-Reps

  8. National Bank/Tariff • created the National bank to collect taxes, print money, and make loans to build factories and ships (not to small farmers). • Wanted a high protective tariff protects American business from foreign competition

  10. Personal Background •Wealthy family owned plantation in Virginia •Inherited his family’s land and began tobacco plantation •owned slaves. •highly educated, gifted student •Wrote the Declaration of Independence.

  11. View of Human Nature •Ordinary, common men could make good decisions for the country if given the proper information. •He trusted the people(common man to run the government).

  12. Best Form of Government •Best government was a democracy. •weak national government with limited powers •strong state governments and a strict interpretation of the Constitution (Limit the power of the federal government!).

  13. Ideal Economy •Agriculture and small independent farms would make American strong. •Opposed the national bank that loaned money to wealthy businesses but not farmers. •Favored Low tariff ( include in last box of your notes)

  14. Relations with Britain and France •Favored France over Britain. Liked the idea of democracy (government by the common man) for France. However, he opposed the tactics of Citizen Genet, who was sent to the United States to persuade the U.S. to join France in its war with Britain. When Genet personally attacked George Washington, Jefferson agreed Genet should be sent back to France. Pg 154 HA

  15. Alien and Sedition Acts •Unconstitutional took away basic rights of the people!!! • Proposed Virginia-Kentucky Resolutions •Jefferson and Madison: Congress had gone too far-state can nullify laws that are unconstitutional-only VA and KY adopt these resolutions

  16. National Bank/Tariff • No National bank favored wealthy did not give loans to small farmers • No tariff Limits farmers from trading their crops for the best price
