  14. National coverage – real-time traffic Darwin current planned Brisbane South Australia Gold Coast Perth Sydney Adelaide Canberra Victoria Melbourne Tasmania Hobart

  15. Mobility has the lion’s share so far Share of ITS Applications

  16. Meaning the future should be more balanced Share of ITS Applications

  17. Overarching themes Projects • V2V and V2I trial and demonstration programs • Deployment of test-beds in each State, using the adopted architecture • Applications to support transport infrastructure management – monitoring Public policy • Education of the community on ITS • Distributed national centre of transport excellence

  18. Victoria’s iTransport Discussion Paper

  19. iTransport Discussion Paper • Transport challenges are growing, so greater need for smarter solutions • Priority outcomes for ITS • Provide reliable access and minimise congestion • Improve safety and security • Improve asset management • Better inform people about travel choices • Make the transport system more sustainable

  20. iTransport Discussion Paper • Smarter infrastructure is an important part of the picture, but only part • More interaction between technologies creates new opportunities, and new challenges • Maintenance and renewal strategies “a must” • Government buy-in “a must”

  21. It’s All About Connectivity “The Network” Opportunity for Innovation E-payment • Real Time Network Data Signal Phase and Timing • Situation Relevant Information Safety Messages Probe Data Instrumented Roadside Source: US DoT, Research & Innovative Technology Administration

  22. Current Work…..from 2009 • Austroads Projects • NS 1524 Defining Applicability of International Standards for Intelligent Transport Systems • NS1657 Best Practice Study on the use of ITS Standards in Traffic Management • NS1696 Development of a National ITS Reference Architecture • Best Practice Procurement for ITS • AP-R375/11 Potential Safety Benefits (25-35%) - MUARC • Response to ACMA 5.9 GHz White Paper • Austroads Cooperative ITS Steering Committee • A point of focus for the ITS A Strategy • NT1632 C-ITS Strategic Plan (ARRB) • A development roadmap • Industry Reference Group • Satellite interference studies • Enhanced international engagement in standards development • Increased interest in global deployment trials

  23. Issues • Dynamic/uncertain environment • Project development with national coordination • Links to global developments • Interoperability of numerous applications • Functions, responsibilities, liabilities, governance • Privacy and security • Human-machine interface • Digital mapping and positioning • Various communications methods – not just 5.9 GHz • Aftermarket applications • Conflict between public & private objectives • Consumer confidence and market penetration

  24. Federal Govt Policy Framework for ITS in Australia Policy Principles: • ITS development and implementation must deliver demonstrable benefits to individuals and the community • The policy environment in which ITS are developed must be robust and dynamic

  25. Priority Action Areas Network Architecture • Austroads to develop specifications for a National ITS Architecture Policy Leadership • All relevant agencies and bodies to be advised of the framework Cooperative ITS Strategy • Austroads developing a National C-ITS Strategy 5.9GHz Spectrum for DSRC • Spectrum arrangements to be finalised with ACMA

  26. Priority Action Areas Government Industry Linkages • Governments to work with ITS Australia to strengthen Innovation • Monitor developments overseas Privacy • Consider the National Privacy Principles application to ITS Economic Analysis of Smart Infrastructure • Incorporate results of BITRE analysis

  27. Priority Action Areas Standards Development • Develop a more strategic approach Managed Motorways • Implementation of $60m funded in 2011/12 • Commonwealth budget + further development Governance • Consider new collaborative governance arrangements Research and Development • Encourage work and initiate strategy development

  28. Level Crossing Safety • V2I level crossing warning system • Train transmits approach message to roadside unit • Roadside unit broadcasts (directionally limited) to vehicles within designated approach zone, covering >700m • One approach is radio interrupt warning in-vehicle • Victorian Government innovation investment led to field demonstration in April 2011 • Demonstration focused on very low cost technology • Longer term adoption as application in broader cooperative ITS platforms

  29. Intelligent Speed Assist • Speed Intervention Trials in Vic, NSW & WA • Use of Intelligent Speed Assist (ISA) technology • Well developed technology, but there have been barriers to adoption (accuracy and maintenance of data) • Target trial for repeat offenders initially to assess suitability of approach • Develop supporting infrastructure, including speed zone maps

  30. A smart solution – Managed Motorways Managed motorways, including: Variable speed limits and lane use management Coordinated freeway ramp signals Enhanced traveller information Network intelligence Current Australian examples M1 Upgrade (Vic) Gateway Upgrade Project (Qld) Western Australia 2011/12 Budget $61.4M budget allocation M1 – Westgate in Vic M4 in Sydney Gateway Motorway (Nudgee to Bruce Hwy)
