Regional Cooperation • Established in 1993 • Currently includes 12 member countries • Formed of 76 members of parliament • Standing committee • Committee on Economic, Commercial, Technological and Environmental Affairs • Committee on Legal And Political Affairs • Committee on Cultural, Educational and Social Affairs

  3. Exchange of Legal Information • 1994 – ICT Divisions Representatives • 1996 – Agreement on Cooperation for the Exchange of Legal Information • 2000 – First Meeting of the Coordinating Council • 2001 – PABSEC Information System for the Exchange of Legal Information

  4. Design and implementation principles: • Use of Internet, through the PABSEC Web Portal • Use of distributed relational database • Contents of database supervised by the Coordinating Council • SELI teams in each parliament • Full-text (in the original language) • Summary&indexing terms (in English)

European Cooperation • Information and communication service that promotes advanced communications technologies and services to Parliamentarians and other political decision-makers • Exchange of information on the adopted and foreseen legislative measures in Romania with respect to approximation to Internal Market legislation of the European Union • Direct communication links between Members of Parliaments in the European Union and Members of Parliaments from accession candidate countries European Parliaments Research Initiative - Watch

  6. European Cooperation European Parliaments Research Initiative – COM Platform for the dialogue between the ACTS community and political decision makers in Europe. Key objectives: • present the activities and results of the ACTS Programme to political decision makers in Europe; • establish a trans-European information and communication service on the basis of a multimedia information service for parliaments in the CEEC, the EU (EP and national parliaments) and the North Atlantic Assembly; • facilitate direct communications between Eastern and Western Parliamentarians and policy makers.

  7. International Cooperation • International project for the exchange of legal information • 36 Contributing Members from Africa, Asia, Europe, North and South America. Includes the United Nations and the Organization of American States • 10 Associate Members – universities, NGOs • 2 Supporting Members: Law Library of Congress, Inter-American Development Bank

  8. International Cooperation GLIN Structure • Annual Directors’ Meeting • Executive Council • Membership Committee • Technical Committee • National GLIN Stations • Associated Stations

  9. International Cooperation GLIN is a multi-lingual searchable online database containing the following categories of legal documents for jurisdictions around the world: • Laws • Judicial Decisions • Legislative Records • Legal Literature

  10. International Cooperation GLIN.Romania Team • Chamber of Deputies joined the project in 1996 • Contributed more than 8,000 legal acts • Participated in the Executive Council (two consecutive terms) • Chairs the Technical Committee

  11. Conclusions • Facilitated EU accession process • Increase legal research and documentation resources • Increase legal system visibility • Provide examples for design and implementation of legal information system • Enable know-how transfer in ICT
