GE-Harris • Contract Value – Rs 148 Crores • Commissioned – Jan 2002 • Under commercial operation – 1st July 2002 • Under warranty upto 30-06-2004 • Under paid warranty from 01-07-04 to 30-06-05 • Under extended paid warranty from 01-07-05 to 30-06-06 • Contract price of maintenance (during paid warranty) - $ 8,28,716 [ Volume I of on-shore services] - Rs 1,94,50,000 Total Rs 5,67,42,220/- (considering 1$ = Rs 45)

Present Maintenance support under Extended Paid Warranty from GEH • Non-Comprehensive • Available spares being used for replacement. • Specific time-frame to attend problem is not defined. • No deduction for delay in attending reported problem. • More than 50 Field Problem Reports (FPRs) pending as on date.

WHY MAINTENANCE CONTRACT REQUIRED BEYOND 01-07-2006 ? • CRITICALITY OF DATA • ULDC DATA NOW HAS COMMERCIAL IMPACT POST ABT – HENCE HIGH UPTIMES ARE A MUST • ONLY 27 OF THE 215 RTUs REPORT TO RSCC – REST ARE REPORTING TO SEBs – HENCE SEBs/TRANSCO NEED TO BE A PART OF THE AMC • STATE ESTIMATOR AND RTNA RESULTS WOULD BE DEPENDABLE ONLY IF DATA AVAILABILITY IS HIGH • OBSOLESCENCE • OPERATING SYSTEM (AIX 4.3.2), DATABASE (SYBASE 11.9.2),RAID BOX (MTI) :- MODELS/VERSIONS ARE OBSOLETE OR HAVE REACHED END-OF-LIFE/SUPPORT • ICCP ENGINE (ONE), HUB (CABLETRON) :- COMPANIES ARE NOT EXISTING TODAY OR HAVE BEEN TAKEN OVER • GROWING SYSTEM NEEDS • ADDITION OF NEW DATA TYPES • INTEGRATION WITH NEW IEDs • CUSTOMISATION OF MODULES TO ADAPT TO REQUIREMENTS • OTHER REQUIREMENTS (LIKE DATA EXTRACTION FOR MoP) • UNPRECEDENTED EVENTS • DATABASE CORRUPTION • FAILURE OF CRITICAL MODULES • ENTIRE XA SYSTEM CRASH

OPTIONS BEFORE US • GO WITH M/S GE FOR A COMPREHENSIVE MAINTENANCE SUPPORT. • ISSUES • M/S GE IS QUOTING VERY HIGH :- Rs 10.4 CR/YEAR! • NO PENALTY FOR NON AVAILABILITY. • HARDWARE TO BE PROVIDED BY CUSTOMER. • DETAILED SPECIFICATIONS AND QUOTE SHEET PREPARED BY SRLDC AND SENT TO M/S GE – THEY ARE YET TO QUOTE FOR THE SAME. • EXPLORE ALTERNATIVES WITH NELCO / HONEYWELL :- M/S GE’S INDIA CONTRACTORS FOR XA • ADVANTAGES • AMC WOULD BE COST EFFECTIVE • EXPERTISE AND MANPOWER AVAILABLE WITH BOTH PARTIES • OUR SPECIFICATIONS CAN BE IMPOSED • SOME PROPRIETARY SPARES WOULD STILL BE REQUIRED FROM GE • POSSIBILITY OF BACK TO BACK SUPPORT AGREEMENT WITH GE FOR SPECIALISED SERVICES MAY BE EXPLORED • DIS-ADVANTAGES • CUSTOMISATION AND SOURCE CODE CHANGES MAY NOT BE POSSIBLE • EXISTING BUGS WOULD STILL BE THERE

OPTIONS BEFORE US • EXPLORE THE POSSIBILITIES WITH A THIRD PARTY LIKE CDAC • PRESENT STATUS • NELCO AND HONEYWELL APPROACHED AND EXPLORATORY DISCUSSIONS WERE HELD • BOTH PARTIES EXPRESSED WILLINGNESS FOR TAKING UP ENTIRE SCOPE OF WORK • CDAC WAS ALSO APPROACHED AND ARE DOING A PRELIMINARY FEASIBILITY STUDY
