  1. LiDAR in Neighboring States Pennsylvania North Carolina Maryland

  2. Pennsylvania • Total Cost: $7.5 million • 3 year collection effort statewide: 2006-2008 • Funding Source: Mostly from PA-DCNR • Combined ortho and LiDAR efforts to save costs and workflow • “Massive” QA effort in 2007 • “The data are wonderful, but difficult for the average user to use.” • “If you can tie it to your ortho program it will save money.” • “If you can afford to do it all in one or two years, that's better” • More info at http://www.dcnr.state.pa.us/topogeo/pamap/elevation.aspx

  3. Pennsylvania Specifications • “generally meet specifications called for in FEMA’s Guidelines and Specifications for Flood Hazard Mapping Partners “ • 1.4 m average posting (2 m max.) • Bare earth surface vertical accuracy:18.5 cm RMSE

  4. Pennsylvania Products/Deliverables • Generate break lines to support processing LiDAR into DEM and 2 foot contours • DEM used for orthorectification & ortho production each of 3 year collection cycle • First, intermediate and last returns • Delivered using PA 10,000 foot tile index • Delivered to counties and made publicly available

  5. North Carolina • NC Floodplain Mapping Program chose LIDAR to acquire digital elevation data for floodplain mapping • Combined efforts with FEMA to modernize NC Flood Plain Mapping • $23.2 million paid by state for elevation data • Cost estimate of 20% for collection, 80% for post processing • Elevation data collected in 3 phases: 2001, 2003, 2005 • Added field data collection along certain study streams using traditional field collection methods • More info at http://www.ncfloodmaps.com/default_swf.asp

  6. North Carolina Specifications • Average postings: 3.5 m • Maximum postings: 5 m • Vertical accuracy: 20 cm RMSE in coastal counties, 25 cm RMSE in inland counties

  7. North Carolina Deliverables • Bare Earth 3-D Ascii and/or TINs • Bare Earth break lines • 50 foot hydro-corrected DEMs • 20 foot DEMs

  8. Maryland http://dnrweb.dnr.state.md.us/gis/data/lidar/

  9. Maryland • County by County approach • MD DNR providing statewide coordination and large portion of the funding • Mix of specifications • Began in spring 2005 • Cost ??

  10. Maryland Specifications • FEMA specifications followed • Leaf off collection with no snow or flooding • DEM must support future development of digital contours and FEMA digital flood plain maps

  11. Maryland Deliverables • First & last returns • Bare-earth mass points • Gridded 2-meter DEM
