  1. Opportunities of EMPIR At the occasion of the celebration of the 95th Anniversary of GUM Warszaw, 20 May 2014 Jörn Stenger, EMRP/EMPIR chair, EURAMET Member of Presidential Board, PTB

  2. Needs towards metrology research Precise, correct, traceable measurements are needed virtually everywhere Secure measurements and reference data Do/underpin basic science Drive innvovation do you get what you pay for? efficiency? quality control in production? do constants of nature drift with time? safely below radiation limits? precise enough to be competitive? data quality for policy making sufficient?

  3. Metrology Research needed all over the Value Creation Chain Fundamental Research and Capacity Building Research and Development Dissemination and Exploitation Take-up by Industry and Society Fundamental Metrology Research Outcomes: Better science, Regulation, Standardisation, Industrial Competitiveness, ... Challenge-driven Metrology R&D Outputs: Scientific publications, Technology Transfer, Standards, ... extension Innovation driven Metrology R&D extension Core Measurement Capabilities in NMIs and DIs Pre-normative Metrology R&D Enhancement of Metrology in relation to SI extension

  4. EMRP EMPIR timeline • 15 April 2014: Approval by EU Parliament • 6 May 2014: Approval by Council • → Co-decision complete! • 7 EMPIRcalls finalize projects Preparation proposed: 600 M€ (FC), 1/2 from EU finalizeprojects 5 EMRP calls 400 M€, 1/2 from EU, 5 calls iMERA-plus 2008 | 2009 | 2010 | 2011 | 2012 | 2013 | 2014 | 2015 | 2016 | 2017 | 2018 | 2019 | 2020 | 2021 | 2022 Horizon 2020 FP7

  5. EMRP projects addressing Grand Challenges Healthcare Metrology improves health care e.g. by earlier detection of diseases and patient protection e.g. from radiation, and fosters the competitiveness of related European industries and services. Current EMRP portfolio: 17 health, nine energy and nine environment projects. Final EMRP Call addresses Energy and Environment Metrology for energy supports the successful implementation of smart electrical grids in Europe or improves efficiency in traditional power plants with a considerable impact on reducing energy consumption and reduction of emissions. Energy Metrology for environment provides improved measurements for better understanding of the Earth’s weather and climate. It makes space-based measurements consistent for comparisons with data from other sources. Environment

  6. EMRP projects to drive innovation in industry Metrology enables coping with the increasingly high operational speeds of modern electronic equipment in the European electronics industry. 30 running “industry” metrology projects and nine “new technologies” metrology projects Metrology allows embedding nano-objects to improve products such as high strength concrete. For this, mechanical properties of nano-objects are measured such as nanoparticles, nanowires, nanoscale structures and composite materials. Metrology supports exploitation of advanced high-pressure technologies in industry, e.g. the application of high pressures in the manufacturing of direct injection fuel systems, which have improved petrol and diesel engine performance.

  7. Participation of GUM in EMRP projects

  9. National Commitments for EMPIR * The amount is calculated from an overall commitment of 1.1 mio € per annum ** Switzerland´s association status is currently on hold

  10. EMPIR broadens the scope, dedicated modules

  11. EMPIR Activities The main activities of EMPIR shall consist of the following joint research and technological development actions: • A scientific-technical programme which supports fundamental scientific metrology laying the basis for all successive steps including applied metrology research and development and metrology related services; • Metrology research into societal challenges focusing on contributions for energy, environment and health; • Research into novel measurement instrumentation aiming at industrial take-up of metrological technologies to stimulate innovation in industry; • Pre-normative and co-normative metrology research and development for priority documentary standards aiming to use the expertise of metrology institutes in Europe to support policy implementation and accelerate innovative products and services to market; • Metrology capacity-building activities on different technological levels aiming to achieve a balanced and integrated metrology system in Europe.

  12. EMPIR Activities (cont.) The main activities shall be carried out by NMI and DI. EMPIR shall encourage and support the participation of other entities. This approach is expected to lead to around 15% of the budget of EMPIR going to those entities. In addition: • Support services to increase exploitation and deployment of metrology research from on-going projects and to build on knowledge in order to achieve greater socio-economic impacts. • Activities specifically addressing metrology institutes with no or limited scientific capabilities, by supporting them in using other European, national or regional programmes for training and mobility, cross-border cooperation or investment in metrology infrastructure. • Networking activities to promote EMPIR and maximise its impact.

  13. What makes EMPIR unique project types developed for EMPIR purposes long-term strategy developed by EURAMET two steps for proposals, review conference governance in EURAMET (delegation agreement)

  14. Cyprus A 20-years’ initiative of joint research EMPIR Austria Belgium Bosnia-Herzegovina Bulgaria Croatia Czech Republic Denmark Estonia Finland France Germany Greece Hungary Ireland Italy Netherlands Norway Poland Portugal Romania Serbia Slovakia Slovenia Spain Sweden Switzerland Turkey UK • have done good research • have served needs from industry and regulation • have established a sound, efficient, effective, balanced, smartly specialised metrology landscape in Europe
