What is CommDev? • $12 million fund focused onhelping communities receive sustainable benefits from extractive industry (EI) projects. • Provides funding, knowledge, exchange. • Global with emphasis on Africa (60 – 70%) • Tri-partite approach with community, EI investors and local/regional governments in order to ensure sustainability. • Borne out of EI Review, linked to World Bank Group operations. • Support for companies who want to collaborate to go above and beyond social and environmental safeguards. • Support capacity building, technical assistance, tool development and information sharing through clearinghouse. • Draws on breadth of experience across the Bank Group plus external partners to demonstrate and codify good practice.

What is CommunityDevelopment? • The process of increasing the strength and effectiveness of communities, improving peoples’ quality of life, and enabling people to participate in decision making to achieve greater long-term control over their lives. Community development empowers and helps communities to • improve their social, physical environments • increase equity and social justice • overcome social exclusion • build social capital and capacities • engage in the strategic assessments and decision-making processes that influence their local conditions Source: ICMM Community Development Toolkit

Features of EffectiveCommunity Development • Community consultation • Clear understanding of local context and impact of EI on the community (early baseline data) • Trust, shared ownership – processes are key • Expectations contained by clearly defined roles and responsibilities of all stakeholders • Capacity building – build social capital • Participatory Community Development Strategies • Resources allocated to deliver outputs • M&E integral part of programs (measurable goals; monitor and report on progress) • Strategic partnerships • Sustainability

Characteristics of Mongolian History Useful for Community Development • Clear and consistent rules of the game/rule of law; • Provision of quality services; • Development of human capital; • Bringing new information and technology from other parts of the world; • Encouraging religious and cultural freedom and identify; • Empowering local people to create their own new designs, tools and business models; • Loyalty and cooperation as a result. This is what we hope governments and companies will provide for their local populations in order to enable sustainable community development.

CommDev-funded Project: Identifying Alternatives for Artisanal & Small-Scale Miners in DRC (w PACT) Objective: to develop an integrated approach to ASM that provides a strategic roadmap with practical recommendations for safe, legal mining practices, livelihood alternatives and conflict management for implementation in Kolwezi, Katanga Province. (Karen Hayes)

Six Areas to Assist Artisanal Miners in Kolwezi • Mine employment(basic training programs in anticipation of employment in modern mining operations); • Local supply chaindevelopmenttargeting artisanal miners, women, access to finance; • Livelihood alternatives, agriculture, micro-enterprise emphasis on women; • Co-habitationof safe, fair, responsible artisanal mining (e.g. establishment of artisanal mining zones and processing/trade channels; expert support to government bodies); • Environmental standards programsin legal artisanal and small-scale mining activities; • Appropriate vocational and alternative educationopportunities for children.

ASM-LSM Good Practice GuideCASM, CommDev, Kevin d’Souza, ICMM, ASM Associations… • Summarise the existing global examples of LSM-ASM relationships, highlight both negative and positive outcomes. • Discuss common challenges and means to institutionalise community development within mine site management. • Discuss the process of developing mutually beneficial co-existence strategies and the various partnering options, company exit strategies and the avoidance of creating community dependency. • Compare existing national policies and governance. • Highlight roles and responsibilities of the multi-stakeholder process of building durable relationships (appropriate conflict resolution, managing expectations and long term M&E) between divergent ASM stakeholders. • Provide generic ‘good practice’ template for development and maintenance of ASM assistance schemes.

Monitoring & Evaluation • M&E as much about building relationships, trust and mutual learning as it is about collecting and reporting data. • Participatory forms of M&E include viewpoints of all stakeholders - integrate diverse priorities and concerns • M&E offers the opportunity to demonstrate a company's value in the community • Participation and engagement of communities are key to designing and measuring projects adequately • Good M&E Upfront = Good Project Design

EX: Participatory Environmental Monitoring in Guatemala • CommDev is funding a community-based monitoring committee to conduct water testing. • Brings together a broad array of stakeholders • Build capacity within community, and trust. • Company, community results were the same!!! • Program was awarded a prize by the Latin American Mining Organization as the region’s most innovative effort to integrate a mining operation with its local communities.

Indicators of Community Development • Six Common Dimensions-- Education, Health, Infrastructure, Livelihoods, Stakeholder Engagement, Capacity Building • Going beyond Inputs and Outputs— indentifying indicators and methods to track outcomes and impacts. • Local participation is essential in designing community investment programs and setting criteria for success.
