Indiana GSEG • Develop a comprehensive statewide assessment that serves multiple accountability purposes: • Indiana pre-academic, academic and functional skills standards • Part C developmental domains: social-emotional, cognitive, physical, communication and self-help/adaptive • Accountability measure for reporting State Performance Plan (SPP) and Annual Performance Report (APR) child outcomes: • Social-emotional skills • Acquisition and use of knowledge and skills • Use of appropriate behaviors to meet their needs

ISTAR Selected as Indiana’s Early Childhood Assessment • Builds on previous work • Authentic assessment for ‘ALL’ children • Ongoing assessment • Provides a graphic representation of the child’s progress for parents and teachers/EI providers • ISTAR indicators are aligned to the Foundations for Young Children and Indiana Academic Standards • Helps guide instruction • Can assist the IFSP/IEP team in forming IFSP/IEP goals
