  3. The official position is to accord foreign talent status only to foreigners who hold an employment pass and above. Work permit holders, into which category fall construction workers are excluded.

  5. Side Effects • Not well received by Singaporeans • Unfairness: e.g. National Serveice • Less investment in developing local talent • Foreign Talent are mobile
