Definition of Cryogenic Liquid • A cryogenic liquid means a refrigerated liquefied gas having a boiling point colder than -90ºC (-130ºF) at 101.3 kPa (14.7 psia)A material meeting this definition is subject to the requirements of the HMR without regard to whether it meets the definition of a non-flammable, non-poisonous compressed gas [see 49 CFR §173.115(g)]

Potential Hazards ofCryogenic Liquids • Frostbite on skin caused by short term exposure to very low temperatures • Large volumes of gas generated by high expansion of liquid to gas (~800x expansion ratio) • Flammable gas/air mixtures resulting from leaks • Asphyxiating atmosphere resulting from leaks of non-flammable gases • Leaks caused by components shrinking at very low temperatures • “Oxygen rich” liquid air condensing on outside of transfer hoses or piping caused by very low temperatures • Damage to carbon steel and elastomeric components resulting from exposure to cryogenic temperatures • Unexpected functioning of safety valves or bursting discs on containers

  7. Spec v. Non-spec Cargo TanksWhy Does it Matter ? §173.320 Cryogenic liquids; exceptions. (a) Atmospheric gases and helium, cryogenic liquids, in Dewar flasks, insulated cylinders, insulated portable tanks, insulated cargo tanks, and insulated tank cars, designed and constructed so that the pressure in such packagings will not exceed 25.3 psig under ambient temperature conditions during transportation are not subject to the requirements of this subchapter when transported by motor vehicle or railcar except as specified in paragraphs (a)(1), (a)(2), and (a)(3) of this section.

Non-spec Cargo TanksRequirements [§173.320(a)] • Sections 171.15 and 171.16 of this subchapter • Immediate notice of certain hazardous materials incidents • Fatality • Injury requiring admittance to hospital • Evacuation of public lasting longer than one hour • Major transportation artery is closed for longer than one hour • Flight pattern is altered • Fire, breakage, spillage of radioactive material • Fire, breakage, spillage of infectious substance/waste • Spill of marine pollutant >450 liters • Situation of continuing danger (person in possession of haz mat determines) • Detailed (written) hazardous materials incident reports
