  7. Why is the TR Needed? Why do Water & Wastewater Operators need continuing education/training? (often referred to as “CEUs”) ?

  8. Why is the TR Needed? Knowledgeable Operators can better protect: Public Health  Environment The more knowledge & confidence Operators have, the better they can do their jobs! 8

  9. Why is the TR Needed? • Most Canadian & US Operator Certification agencies require: • Continuous and • Ongoing Operator training • BC’s requirement: • 24 hours of ‘approved’ training relevant tothe Operator’s certification(s) • Every 2 yrs

  10. Why is the TR Needed? Operators & Employers want: • Relevant Training • Credible Instructors • Instructors able to share ‘real life’ experience with Operators doing the job • Training close to home • Affordable Training

  11. Why? Ombudsman Report (2008) The Report identified challenges that Operators experience when they try to obtain access to training neededfor certification. These challenges mirror what we have been told for years.

  12. Why is the TR Needed? By simply addressing The OMBUDSMAN’s RECOMMENDATIONS, The EOCP created the TRAINING REGISTRY!

  14. What Does the TR Do? The TR DEMYSTIFIES Operator training • It defines: • ‘Relevant’ training • Who is eligible to teach • It provides: • ‘Tools’ & Templates to assist New Trainers to develop and offer their services • A comprehensive list & contact information of who can provide what training where, and when

What Does the TR Do? • The TR draws on basic ‘IACET’ standards for delivery of ‘Approved’ training • All Operator training proposed for ‘approval’ is documented in a consistent format to enable a thorough and timely review (IACET = International Association forContinuing Education & Training)

  16. What Does The TR Do? Training must be relevant– will be relevant through the TR because… Topics, Duration of the Training & Presentation Methods proposed are vetted and approved by: • Industry • Subject Matter Experts (SMEs)

  17. What Does The TR Do? Recognized Instructors To be an EOCP ‘Recognized Instructor’ You must have 3 yrs + direct, hands-on experience with the proposed topic, or Have a demonstrated ability based on experience to teach a proposed topic Ex. Suitably trained & qualified product reps

To be an EOCP Recognized Instructor, we: • Don’trequire a certificate in teaching • Doneed to know what experience you have with: • Working in an area of water and/or wastewater that could be a topic for a course. • Conveying ideas, getting operators to be able to apply what they learn. Key: If you don’t know how it works, you don’t get to teach it!

  19. What Does The TR Do? • In-House Utility Operators can train their colleagues who will each receive CEUs • Utilities can loan each other ‘Recognized Instructors’ to instruct each other’s crews • ‘Recognized Instructors’ can sell or trade their services on the open market

  21. What Will The TR Do? • Encourage experienced Operators to document & pass on their knowledge • Encourage dialogue among utility operators & managers • Increase Operator networking & awareness • Drastically reduce Operator training costs

  22. Costs Analysis – 2 Scenarios Rural Operator attending training course: #1 - Travel to 1.2 CEU course in Metro Vancouver #2 - Participate in course at Employer’s workplace

  23. #1: Travel 1.2 CEU course in Metro Vancouver Assume: Operator is near airport with service to Vancouver Advance booking airfare 2 day training course + ½ day travel x 2 Operator payroll costs not included in cost estimate COST PER OPERATOR PER CEU TO ATTEND A 1.2 CEU ~ $1,264

  24. #2: Participate in Course at Employer’s Workplace Assume: Operator develops utility or topic specific 6 hour (0.6 CEU) training course Limited or no special travel required Operator payroll costs not included in cost estimate COST PER INDIVIDUAL/PER CEU TO CREATE & TAKE A 0.6 CEU = (262.50 + 6*5)/(6*0.6 + 2*0.6) = $292.50/4.8 - $60.94

  25. How Does The TR Do It? • Clearly defines who can do what • Provides easy to use tools & templates to assist prospective instructors • Provides an easy to use, searchable, internet database of who can provide what training where & when
