  4. Create a list of needs • Use interviews, observations, and experiential information • Functional performance, human factors, physical requirements, reliability, life-cycle concerns, resource concerns, fabrication requirements

  5. Prioritize needs • Negotiate into priorities • Decide • Must have • Should have • Would like to have • Score or rank

  6. Create measurable specifications • What is going to be measured? • How is it going to be measured? • To what target value must it meet? • Under what conditions will it be tested?

  7. Target • The objective for a measurable spec • Could be a range or a number • Need to make goal reasonable for the company • Needs to be informed • Measure and compare actual performance of completed product (testing)
