Overview of the FY 2010-11State Budget • $19.9 billion budget deficit • FY 09-10: $6.6 billion • FY 10-11: $12.3 billion • $1 billion reserve • Funding proposals to close the deficit: • Permanent reductions: $8.5 billion • Accessing funds from the federal government for unfunded and under-funded federal mandates: $6.9 billion • Alternative funding: $4 billion • Fund shifts and other revenues: $0.5 billion • Governor declared fiscal emergency and called special session of legislature

Impact on THP-Plus • If California is unable to access the $6.9 billion in federal funds, proposed budget would trigger: • Drastic reductions to essential health and human services • Elimination of funding for THP-Plus • Elimination of CalWORKs, IHSS, and Healthy Families • Budget fact sheet available at: http://gov.ca.gov/index.php?/fact-sheet/14147/

  6. Rationale for EliminatingTHP-Plus • $36 million available through the General Fund • Most child welfare programs leverage federal funds

  7. Additional Budget Information • $80 million in Child Welfare funding veto will be included in FY 2010-11 budget; CDSS will be re-allocating the reduction for 2010-11 • Special session must develop budget solutions within 45 days • FY 2009-10: $1.2 billion • FY 2010-11: $7.7 billion

  8. State Budget Process: Next Steps • Opportunities for advocacy begin immediately • Governor’s proposed budget is the first step in the budget process • First Senate Budget Committee hearing will be held Thursday, January 14th • Relevant committees: • Senate Committee on Budget and Fiscal Review; Subcommittee 3 on Health & Human Services (Sub-3) • Assembly Committee on the Budget; Budget Subcommittee 1 on Health & Human Services (Sub-1) • Budget process for this year will likely be different than typical process; details still being worked out

  9. Advocacy Strategy • Advocacy activities will include: • Educating Speaker-Elect John Pérez • Letters and calls to legislators • Meetings with legislators in Sacramento & district • Testimony at budget hearings • Press team • Conference calls on the budget

Calling your Legislators • Find your legislators at www.leginfo.ca.gov • Call the Capitol office and ask for the staff person that handles foster care issues • Tell him/her that during budget deliberations, we need to prevent thousands of former foster youth from becoming homeless by protecting THP-Plus
