Case Study The Portuguese Approach

  11. Social Network Programme • An instrument to fight poverty and social exclusion • Launched in the beginning of 2000 in 41 pilot municipalities • Today there are 275 municipalities with Social Network (out off 278)

  12. Social Network Programme Purpose • Promotion of the local and social development • Development of partnership structures • Introduction of participated strategic planning

Social Network Programme Objectives • Implementation of participated planning processes • Development of integrated projects at municipalities and parishes • Development of solutions for problems/ needs of families and persons • Promotion of adequate delivery of services and equipments in those municipalities • Dissemination of knowledge concerning the municipalities realities

Social Network Programme Methodological Approach Municipalities (at a local level) accomplish the following actions: • Constitution of a Local Social Action Committee (CLAS) • Dynamization of Actions of Social Parish Councils (CSF) • Internal Regulation • Social Diagnosis • Social Development Plan(3-5 years) and Action Plans (1 year) • Information System
