Facilities - 3 centers and 8 locations throughout the U.S. Medical - 10 F/T USPHS professionals servicing NOAA platform operators People - 600+ employees; 30 are directly involved in NMAO’s safety program.

Vessel Safety American Bureau of Shipping - International classification society - publishes standards for design, construction, maintenance, and repair of vessels, shipboard systems, and equipment. International Maritime Organization - Establishes and certifies minimum vessel safety and pollution prevention standards. • SOLAS - International Convention for Safety of Life at Sea • STCW - Standards of Training, Certification, and Watchkeeping • MARPOL - International Convention for the Prevention of Marine Pollution from Ships • ISPS - International Code for the Security of Ships and Port Facilities

Vessel Safety • U.S. Coast Guard - Establishes and enforces regulations for safe shipboard operations, maritime security, pollution prevention, vessel inspections, stability, fire fighting, and vessel lifesaving capabilities. • CFR Title 33 - Navigation • CFR Title 46 - Shipping • NMAO Fleet Inspection - Each NOAA ship inspected annually against USCG and IMO rules and regulations and NMAO requirements for safety, material condition, fire fighting, and lifesaving capabilities. • NCINST 5100.1B - Safety Standards for Ships of the NOAA Fleet

  6. Small Boat Safety • NMAO Small Boat Program - NAO 217-103 establishes small boat policy. Elements include: • Operational risk assessments • Inspection services • Engineering support • Safety equipment requirements • Training standards American Boat and Yacht Council - Sets standards for design, construction, maintenance, and repair of small boats, onboard systems, and equipment.

  7. Dive Safety • NOAA Dive Program - Establishes acceptable standards and procedures for training, operations, and equipment. • NOAA Diving Manual • Trained and certified divers • Trained and certified equipment technicians • Performed 99.9% incident free dives since program inception

Aircraft Safety • Federal Aviation Administration - Regulates safe aircraft operations, issues inspection requirements, and certifies maintenance/inspectors. • 14 CFR 39 Airworthiness directives • 14 CFR 43 Maintenance, alteration • 14 CFR 91 General operating rules • NOAA Aircraft Operations - • AOC Safety Manual • Flight Safety Manual • Workshop on Use of Non-NOAA Aircraft • NAO 216-104 - Management and Utilization of Aircraft Aircraft Inspection - Conducted annually and every 100 hours by certified inspectors and technicians depending on type of aircraft and type of inspection required under FAA regulations.

Facility Safety • Occupational Safety and Health Administration - Establishes worker protection and facility safety-related standards. • 29 CFR 1910 Occupational safety and heath standards • 29 CFR 1915 Occupational safety and health standards for shipyard employment • NECSAS - NMAO facilities audited in accordance with NOAA environmental compliance and safety assessment system. All open findings have been addressed and corrected. • NCINST 6280 - Environmental Compliance and Guidance Manual

Training • Dupont Safety Training - 16 NMAO senior managers and key persons have attended within the past two years. • STAR Training - Over 60 supervisors and personnel from approximately half of the active fleet have attended. • STCW - Over75% of all shipboard employees have been trained.Training classes include basic safety, firefighting, first aid/CPR, fast rescue boat, radar observer, and personal survival.

  11. Program Elements and Initiatives Physical Security - A comprehensive review was conducted by Pinkerton Consulting to assess and evaluate security risk aboard NOAA ships, aircraft, and at NMAO facilities. Recommendations including assignment of security officers and development of vessel and location specific security plans are ongoing. NMAO Safety News - Employee newsletter published quarterly that promotes safety awareness and provides a means to disseminate and follow-up on timely and relevant safety related news.
