  3. The dawn of liberation war led to high economic growth, eliminating mass poverty in what is now considering the developing countries. Bangladesh GDP per person in the year 2009 is 1,487. In 1971, 89.7% of humanity lived on less than a dollar a day, while in 2010, only about 49.6% do. The government and government organization are endlessly working to alleviate the poverty by diverse project works, plan and policy. In the filed of implementation some of constrains are being made, through they are working for achieving the propose which is poverty free Bangladesh. For theirs works however over the years, poverty has, however, declined at a slow rate.

Objectives of the Study • To gather enormous knowledge of poverty, poverty alleviation as well as government organizations. • To find out the activities of government organizations in poverty alleviation. • To understand the achievement and limitation of government organizations in poverty alleviation.

Poverty, Poverty Alleviation and GOs • Poverty: - Severe deprivation of basic human needs - It depends not only on income but also on access to services - It can be absolute poverty and relative poverty • Poverty Alleviation: - Result of overall economic growth - Involves improving the living conditions of poor people • Government Organizations: - Permanent or semi-permanent organization in the machinery of government - Responsible for the oversight and administration of specific functions

  6. Activities of GOs in Poverty Alleviation • Social Security Programmes under the Department of Social Welfare: A. Social Security Programme: - Allowance Tk. 6.00 crore B. HR Development Programme: - Running 85 orphanages - Disbursed Tk. 37.8 crore • PalliDaridryaBimochanFoundation (PDBF): - 95% members are female - Disbursed Tk. 416.60 crore as loan

Activities of the Department of Cooperatives: - Milkvita, BSBL, SFDF are made up under this department - BSBL disbursed & recovered Tk. 38.28 crore & Tk. 32.32 crore - SFDL Disbursed & recover Tk. 3,516.62 lakh & 2,252.35 lakh • Poverty Reduction and Employment Generation Activities under Ministry of Women and Children Affairs: -750,000 distressed & ultra-poor women receiving food assistance -Tk. 839.18 lakh has been allocated to distressed & ultra-poor women - Tk. 263.51 lakh distributed in 80,000 VGD women & GPDWC

Abashan Project: -Implemented at a cost of Tk. 716.00 crore -54,400 families have been rehabilitated (Up to 30 June, 09) • Bangladesh Academy for Rural Development (BARD), Comilla: -Tk. 2.57 crore was distributed to 303 women as micro credit • Rural Development Academy (RDA), Bogra: -Tk. 6.19 crore was provided as loan as microcredit -TK. 4.38 crore was recovered with the recovery rate 83%

Rural Infrastructure Development Programme: - -Tk. 4.01crore, Tk.68.16 crore & Tk.20.96 crore disbursed as credit. • Palli Karma Sahayak Foundation (PKSF): -Borrowed 7007.003 core taka with the help of 257 co operative • Food Assistance Programme Under the Ministry of Food and Disaster Management: -Allocation of food grain for Food for Works programme was 3.60 metric tonnes -36315 projects are implemented at a cost equivalent to 2.96 lakh metric tones of food grain -Distributed 5.25 lakh metric tonnes food grain among 72,90,262 beneficiaries under VGF Programme.

  10. Programmes of the Karmasangsthan Bank for generating employment for the unemployed youth: -Distributed Tk. 482.36 crore among 1, 43,943 borrowers A. Micro-Credit Support for Employment of Voluntarily Retired/Retrenched Labour/Employees of Mills and Industries: - Tk. 69.45 crore has been disbursed among 12,777 borrowers - Tk. 56.11 crore showing recovery rate of 75% B. Assistance for Agro-based Industries: -Tk. 39.99 crore distributed among 1622 borrowers

Constraint of GOs in Poverty Alleviation • Lack of generating new poverty reduction policy • Lack of transparency and accountability in administration of government organizations. • Political instability • Corruption • Lack of poverty identification system • Nepotism and biasness in providing assistance • Lack of finance • Improper and delayed implementation of the development project • Lack of proper coordination in development activities • Deterioration of law and order situation

Recommendation • Make the unemployed manpower efficient by formulating effective plan • Generating employment opportunities for all • Improvement of law and order situation • Control of Population growth • Entry corruption • Direct involvement of the poor in formulating plan • Introducing effective cooperative system for production and consumption • Creating micro savings and investment opportunity

Conclusion Despite considerable thrust on poverty alleviation in all plan documents ever since the independence of Bangladesh, a significant number of populations still survive below the poverty line. It is a constitutional obligation of the government and governmental organizations to provide a reasonable living standard for the citizens by alleviating poverty. The present government and governmental organizations has, therefore laid special emphasis on poverty alleviation and pledged to eradicate poverty. One say shall be come when we achieve the MDG and achieve a poverty free Bangladseh.
