Background • DOD IG and GAO Audit reports identified DoD accountability weaknesses for items undergoing maintenance • DMISA projected “a choice to specify” the materiel control requirements for items transferred to Maintenance • MILSTRIP MRO transaction (storage activity posting DI Code D7) • Transfer materiel to the maintenance activity using MILSTRAP DI Code DAC transaction to SCC ‘M’ • Using DAC to SCC ‘M’ compels DLA Distribution to develop workarounds to meet the customers requirements, which leads to accountability issues • The JPIWG chair noted the use of a DAC transaction was inappropriate under AMCL 8A which placed accountability at the depot for assets in their custody

  4. Accomplishments • Discussed revising current procedures to disallow use of a DAC to SCC 'M' for rewarehousing materiel to maintenance activities • Pilot program developed in 2011 at Tobyhanna using the MRO issue process to send repair materiel to maintenance • Five test cases were implemented and all have successfully passed

  5. Way Ahead • When agreement is reached by DLA, Army and Navy implementation of the MRO process can begin at all sites to ensure AMCL 8A compliance • Validate the use of this process throughout DLA Storage and Service Maintenance facilities where applicable.

  6. Actions Items • Create written agreement between DLA, Army and Navy to ensure compliance • Specify a target date of agreement and implementation
