    5. Understanding Current Situation The international board of directors recognized the position of “Second Vice Governor” at its meeting of March 2007 in San Antonio, Texas, for the first time and the Board Policy Manual was revised accordingly. At that time, all the board did was to “legalize” this position so that practicing districts would not feel they have an illegal position within the district. The details about qualification, responsibilities, method of selection, etc. were left to the decision of practicing districts. It was expected that this matter was taken care of properly then. Instead, a number of districts became much interested in this position and requested more information and guidance. In fact, inquiries came from many parts of the world. Because of the strong interest demonstrated, it was felt necessary to take steps to reply those interested districts by establishing the basic policy about this position rather than depending on the decision of each district.     16. The Current Situation Membership decline, Annual programs, Obstacles to success How and why did the GMT concept come about? New Direction Consistency of message – 3 year commitment, International goal with area plans, New structure with proven infrastructure, Defined responsibilities, communication, Teamwork approach.
