  2. Brief History of EC-CD EC Advisory Group of Experts on Technical Cooperation ↓ EC Working Group on Capacity Building (Established at EC-59, 2007) ↓ Revised Terms of Reference (Resolution 10 of EC-60, 2008) This is currently in force.

Objectives for EC-CB (1/2) • Resolution 10 (EC-LX) • Working Group on Capacity-Building is to provide advice and pursue a coherent approach towards • (a) Improving capacity in least developed countries and small island developing States; • (b) Advocating socio-economic benefits of products and services of National Meteorological and Hydrological Services, including their achievement of the United Nations Millennium Development Goals; Resolution 10 of EC-60, 2008 – currently in force

Objectives for EC-CB (2/2) Resolution 10 (EC-LX) Working Group on Capacity-Building is to provide advice and pursue a coherent approach towards (c) Developing strategic partnerships with external stakeholders; (d) Mobilizing resources in support of the above; Resolution 10 of EC-60, 2008 – currently in force

  6. To achieve these objectives the Working Group shall: Resolution 10 of EC-60, 2008 – currently in force

EC-CB TOR (1/4) Resolution 10 (EC-LX) To achieve these objectives the Working Group shall: (a) Consider priority items as outlined in the WMO Strategic Plan, Regional Strategic Plans and Technical Commission Operating Plans; (b) Consider matters which the Executive Council may specifically request to assist in managing risk; Resolution 10 of EC-60, 2008 – currently in force

EC-CB TOR (2/4) Resolution 10 (EC-LX) To achieve these objectives the Working Group shall: (c) Provide guidance on the coordination of the Voluntary Cooperation Programme and Trust Funds to the Informal Planning Meeting; (d) Strengthen the interface between technical and human resource development including the establishment of appropriate coordination with the Executive Council Panel of Experts on Education and Training; Resolution 10 of EC-60, 2008 – currently in force

EC-CB TOR (3/4) Resolution 10 (EC-LX) To achieve these objectives the Working Group shall: (e) Strengthen the interface between WMO and relevant organizations such as the Intergovernmental Oceanographic Commission of the United Nations Educational, Scientific and Cultural Organization, the Food and Agriculture Organization of the United Nations, the International Strategy for Disaster Reduction and the Group on Earth Observations; Resolution 10 of EC-60, 2008 – currently in force

EC-CB TOR (4/4) Resolution 10 (EC-LX) To achieve these objectives the Working Group shall: (f) Invite relevant funding and development agencies including the World Bank and the European Commission to participate in the work of the Working Group; (g) Invite interested Members to designate experts in capacity-building to participate in the work of the Working Group and attend sessions of the Group at their own expense; Resolution 10 of EC-60, 2008 – currently in force

  13. EC-63, 2011 Executive Council agreed to continue the Working Group, and renamed it* the Executive Council Working Group on Capacity Development (WG-CD). * Previously the Executive Council Working Group on Capacity Building

EC-63, 2011 EC WG-CD is requested to: (a) Prepare a draft cross-cutting Capacity Development Strategy, including a plan to implement the Strategy, which would take into account the needs and guidance of Members and would provide further focus for the efforts of WMO in the coordination and cooperation of technical assistance among Members, regional associations, technical commissions, WMO Programmes and the WMO Secretariat;

  15. EC-63, 2011 EC WG-CD is requested to: (b) Establish a mechanism that included the active participation of the Members, leading to approval of the above-mentioned draft Capacity Development Strategy by the Executive Council at its sixty-fourth session.

  16. EC-63, 2011 EC WG-CD is further requested to consider: in the preparation of the Capacity Development Strategy, areas identified by the Sixteenth Congress, the Rules of the Voluntary Cooperation Programme, governance mechanisms to oversee and further harmonize capacity-building activities, as well as any appropriate modifications as may be needed to the WG-CD terms of reference as contained in Resolution 10 (EC-LX) – Executive Council Working Group on Capacity-Building
